Osaka Jail, also known as the Cage of Arrogance, is a location in Persona 5 Strikers. It is the Jail of Osaka, with Akira Konoe as its Monarch.

A Jail created by EMMA for Akira Konoe which resembles the Madicce headquarters. It is overlaid on the Osaka sky tower and takes the form of a cybernetic dystopia where Konoe is Zephyrman, a hero of absolute justice. The area where the Tennouji Zoo was in had all of its animals replaced by holograms, and the images of the former Monarchs can be seen within a cage.
Unlike the previous Jails, Konoe never seems to use it for mesmerizing the public, and only Kuon Ichinose and Konoe himself know the Jail's keyword. Its purpose is largely reserved for changing the hearts of anyone Konoe perceives as a criminal and to brainwash police higher ups into serving Konoe. Therefore, the Phantom Thieves were only capable of knowing the keyword when Ichinose tells them about it, which she obtained when Konoe gives her a business card containing it, and most of its overworld skits consist of announcements by EMMA. Furthermore, neither Konoe himself nor his shadow exhibit any abnormalities unlike the previous Monarch, likely because he used EMMA's Jail creation on himself and when creating the Jail he was in complete control over his actions. Similar to the Sapporo Jail, Konoe hosting an event in real life becomes a "hero execution show" inside the Jail, which prevents the party from progressing until the event ends.
While the Phantom Thieves believe that Konoe harbors nothing but malicious intent, this changes when they encounter a bird cage on the top of his Jail. It was revealed that Konoe was genuinely using the Jail function to save humanity, unlike their first impressions about him. His father groomed him to become the CEO of Madicce, and he would often berate, yells ant and physically abuse his son every chance he take. Due to his position as Madicce's former CEO and his convincingly kind performance, nobody could prevent him from abusing his son, and authorities who went to his house were often driven away. 20 years ago, he decided to kill an 8-year-old Konoe because he thinks that his son is an burden to him and to his own money, outright telling him this after admitting to have killed his mother for money which she refused to give him. However, Konoe managed to kill his father and avenge his mother before he got the chance because he was distracted by the sound of the television and his son’s superhero show, and staged the event as a break-in gone wrong, which was bought by the police. His conclusion that if no one could save him, and that he had to save himself -- be the hero -- ended up as Konoe's motivation for using EMMA and improvising the Jail system, so that he can end all crime by setting up Jails all over Japan to give anyone he chooses the power to change hearts, specifically the hearts of criminals.
After breaking the Bird Cage by defeating Konoe's Lock Keeper in his trauma room, the Phantom Thieves send a calling card by hijacking a Madicce Zephyr. Konoe wasn't affected by the calling card because it was poorly written and Konoe's strong convictions prevent him from being affected by words alone, but EMMA finally stops giving false positives and refuses to respond to his queries about the Phantom Thieves, angering him to the point that he throws his phone into the floor. When the party reaches him, he explains about the process of Jail creation, where after Ichinose sold the application to him, he sent the application to Shuzo Ubukata, a native AI researcher and improvised the application with psientific knowledge. Ubukata had been driven to suicide, so Konoe took over Operation Oraculi, which involved giving everyone the ability to change hearts as they wished by allowing them access to the salvation of EMMA. EMMA creates Jails per their user's request, and its users would create Jails all over Japan, and finally the world. He then attempts to relate himself to the Phantom Thieves and claim that he's just mass replicating their methods, only for them to rebuke him that they never deprive the freedom of other people. He then used the close confrontation with his father 20 years ago to justify himself, and tells them that they were unable to avenge people like him. Once being told that, unlike the Phantom Thieves, everyone he "saved" just looked wrong to Sophia, he is genuinely angered and manifests his Monarch outfit, a tokusatsu ranger outfit replicating his childhood hero, Zephyrman, soon piloting a massive mech to attack the Phantom Thieves. When the robot is destroyed, he fights them on foot wielding a light saber, while displaying abnormally higher speed and strength than the robot. Unfortunately for him, he was no match for the Phantom Thieves, and was promptly defeated and told to shut down EMMA.
Konoe, after his defeat, admits to his wrongdoings during a press conference, and his father's murder was a crime he committed, not a random burglar's. He disbands Madicce and shuts down EMMA, accordingly. Zenkichi, alongside Commissioner Kaburagi and other officers, arrives to his company to arrest him personally, partially due to Konoe having inadvertently manipulated Akane in his delusional crusade of justice. Konoe didn't know he had manipulated Akane until Zenkichi told him, and he willingly turns himself over to the police so Owada can be arrested as well.
Following his Change of Heart, the commissioner general that was seen assisting Jyun Owada in bribing Kaburagi before regains his sanity and acts as if he never served Owada to begin with, shocking him.
After the Osaka Jail is neutralized, the Phantom Thieves believe that they captured the culprit and make their way back to Yongen-Jaya and stop midway in Yokohama to watch the fireworks festival. However, before they can reach their destination, Sophia detects a massive Jail spanning all over Tokyo and EMMA fires itself back up to service, forcing the Thieves into the final confrontation.

- The announcements within the Jail are all made by EMMA.
- The theme that plays in the jail, "Anti HERO," is a remixed version of the theme that plays when entering most of the other jails throughout the game. This further drives home the idea that Konoe was the mastermind of the epidemic (which the Phantom Thieves at this point in the story still believed).
