The Silent Majority user is an assassin aboard the Black Whale responsible for killing several guards in Prince Woble's quarters, both before[1] and during Kurapika's Nen classes.[2]
Their identity is still unknown.
Appearance[]
While the user's appearance is still unknown, the marionette of Silent Majority has an ornate design. The doll has a bob cut hairstyle, a zipper-like design running down the middle of its face, and two cross shapes with rectangular rings in place of eyes. It wears a multilayered outfit with multiple snake designs: four snake heads on its chest, two intertwined snakes (resembling those on a caduceus) below a wrap around its midsection, and several swirling snakes on its arms and back. It also wears dark shoes and knee-high socks.[2]
Personality[]
The user of Silent Majority is extremely calm and confident in their ability, even willing to risk the attack rebounding to themselves.[2] They are also very methodical in their approach and tactics, attacking both Woody[1] and Myuhan[3] when they were alone in the bathroom.

Succession Contest arc[]
In Prince Woble's quarters, one of the guards finds Woody dead inside the bathroom, alerting the other guards and explaining that he looked for Woody and found him like this after he didn't check in. He then adds that Woody's blood has been drained from his body. Another guard says that the door wasn't locked and mentions that he also doesn't lock the door most of the time. A third guard then surmises that Woody's time of death was between 12:15 and 12:30. The group wonders if there's evidence of an intruder, and one guard says that the suspect is someone in their section.[1]
After Kurapika says that it's not necessarily true, he kneels down to Woody and removes his clothes, revealing several large holes in his body. He explains that they can reasonably assume it was a Nen attack, guessing that it was done by an outsider with Nen abilities and asking the guards to step forward if they can use Nen. Two guards are left confused by the term before Woody's body is taken away by the Royal Army.[1]
After returning from the first Sunday banquet, Kurapika and the others find four more guards lying dead in a small hallway, killed in the same manner as Woody. Kurapika asks the others what happened, and one guard is just as surprised, saying that they were cooking and unpacking. He adds that the four guards checked in 15 minutes ago and that while he didn't see them, they reported no problems.[1]
On the second day of the voyage, several guards and servants gather in Woble's quarters to attend Kurapika's Nen class. Furykov notes that four others besides Belerainte can use Nen, telling himself that he will use his right to self-defense when they activate their abilities. As Furykov eagerly waits, a marionette with an ornate design suddenly appears behind him, with the user saying that they can tell how ready Furykov is from the obvious aura without even looking at his face. Aura then swells around the marionette, and the user says that they are ready to activate their ability, They Were Eleven: Silent Majority!.[4]
As Kurapika begins with an explanation of Nen, the user notices that they are conducting the lecture with the master bedroom behind them in order to consider the safety of Woble and Oito, adding that everything is going as expected. Kurapika then puts a line of white tape on the floor and says that they may be removed if they cross it. The user says to themselves that the only ones who can see Silent Majority's marionette are them and Loberry, the one who is possessed. They add that given the importance of learning Nen, they doubt that anyone will risk expulsion by crossing the white line.[2]
However, Myuhan immediately crosses the line and has a confrontation with Kurapika. The situation is quickly resolved, and the user says that there was one idiot beyond their expectations, noting that while everyone's attention was directed at Myuhan, he wasn't one of the ten within range. They then reveal that if the marionette is unexpectedly deactivated without killing anyone, the curse will rebound to them. They declare that they will take the risk and kill someone early, readying their curse snakes for attack. Soon after, the user continues to wait and says that the next time someone draws attention, they will begin their attack.[2]
Kurapika asks the students to raise their hand if they can already use Nen, with both Furykov and Belerainte doing so. As Loberry wonders why the two are attending the class, she turns and notices the marionette at the back of the room. The user is glad that she noticed them and hopes that she now attracts everyone's attention. Furykov is left confused by what Loberry is looking at, unable to see the marionette behind him. Loberry asks Yuri who the woman with the weird mask is, but Yuri and the other servants see no one there. Loberry then worriedly yells that a weird woman is standing there, directing everyone's attention to the spot.[2]
As they all turn to look and are left confused, the user begins their attack, with Barrigen suddenly falling to his knees and holding his hands near his throat. The others wonder what's wrong and notice something white wrapped around his neck. Barrigen's face quickly becomes shriveled as he loses his life, leaving the others confused and terrified. The user then explains that they possess four snakes in total and that since one takes 44 seconds, all four attacking at once can drain an entire body of blood in 11 seconds. The four snakes slowly rise up and hiss, each with multiple mouths across their bodies. Sakata quickly pulls out a gun and fires at them, telling the others to stay back since there might be more inside his body. Shedule says that they melted, wondering what they are and whether they are really gone. Yuhirai then realizes that they are Nen beasts. Belerainte approaches Barrigen's body, and as Sakata wonders what he's doing, Belerainte says that he might have still been alive, saying that Sakata is the one who killed him. Sakata replies that he was clearly already dead, telling the others to contact the Royal Army.[2]
Speaking to himself, Babimyna says that Kurapika has most likely noticed that it wasn't a Prince's Nen beast. Yuri asks Loberry what happened to the weird woman, and Loberry desperately looks around, wondering where she went. Yuhirai and Shedule then discuss if it was a Nen beast of a Prince who didn't send anyone in order to interfere with them learning Nen. As Kurapika worries about the use of firearms, he tells himself that the current problem is to find the assassin lurking among them.[2]
After using his Dowsing Chain to confirm that Shimano didn't attack Barrigen, Kurapika explains that there are only a few people who were also connected to the previous incident. Shimano asks about Bill, and Kurapika replies that he has already been cleared. Shimano then wonders if it could be Woble's Nen beast, and Kurapika explains that while the Princes' Nen beasts are parasites created through a ceremony and invisible to normal people, the snakes were seen by everyone. He adds that they were conjured and could be seen by normal people. Shimano continues to ask about them, and Bill explains that a conjured snake visible to anyone brings a higher risk of getting caught, emphasizing that the greater the risk or higher the difficulty of execution, the more powerful the ability.[5]
Discussing multiple situations with Balsamilco, Benjamin mentions the assassin in Room 1014, Halkenburg's united force in Room 1009, and Tserriednich in Room 1004.[6]
On the third day of the voyage, Sakata and Kurapika find Myuhan dead in a bathroom, killed in the same manner as the other victims. With his gun drawn, Sakata tells Kurapika that he shot three of the snakes, and one is still inside. Kurapika says that it's the same culprit that attacked Myuhan the moment he went to the bathroom, describing it as visually directed remote control and guessing that Manipulation is involved. As instructed by Kurapika, Bill protects Oito and Woble in the bed chamber, surmising that the culprit is attacking those without Nen and assuring her that they will be fine with him. Kurapika notes that Myuhan's body was completely dried up within ten seconds after his scream, saying that there's no way to fight back without Nen. Sakata then tells him that while the snake is gone, it wasn't small enough to escape through the vents. Kurapika explains to him that the Nen has been deactivated, emphasizing the need to assure the others that the two of them were not involved.[3]
On the eighth day of the voyage, Kurapika feels another powerful undulation of aura along with a rumbling. He notes that while the silent assassin hasn't struck lately, they now have another threat to worry about.[7]

- They Were Eleven (11
人 いる!, Jūichinin Iru!), a one-volume manga written and illustrated by Moto Hagio in 1975. - They Were Eleven was about identifying the imposter in a group of eleven. Examinees are sent in groups of ten, but one group finds themselves inexplicably starting their test with eleven members. Combining the name of the ability with with a line by the Silent Majority User in Chapter 370 describing "ten [people] within range" makes for a stronger cultural reference, and could possibly be insight into a condition of the ability.
