Mayor Phlegmming is the overarching antagonist of Warner Bros.' 2001 live-action/animated hybrid film Osmosis Jones. He was the corrupt and idiotic mayor of the City of Frank and is responsible for many of Frank's bad health choices.
He is voiced by William Shatner.
What Makes Him a Hate Sink?[]
- He does a horrible job as mayor of Frank DeTorre's body and as such is single-handedly responsible for all of Frank's poor health choices and bad habits, which include eating a contaminated oyster from some kid's experiment at a science fair (which caused him to throw up on his daughter's teacher Mrs. Boyd, making headlines and getting him fired from his job at the Pea Soup factory) and gorging on greasy foods (which likely resulted in the prominent zit on Frank's forehead).
- One of those things includes retrieving a hard-boiled egg that had just been in a chimpanzee's mouth at the zoo where Frank now works, which allowed Thrax to enter his body in the first place, making Phlegmming responsible for the events of the film.
- He never keeps his promises and doesn't stick to the scripts that Leah writes for him, instead choosing to "improvise" on his dialogue to share his opinions on what is best for Frank.
- He never appreciates anything Jones does and always tries to keep him out of the picture. After Jones saves Frank from the contaminated oyster, Phlegmming has the cop demoted to duties in the gum line. Also, when Jones and Drix pop the zit on Frank's forehead where the germs are nesting which lands on Mrs. Boyd's lip, Phlegmming has the cop fired for ruining his chance to apologize to her for the oyster incident, which was his fault to begin with. He also takes advantage of Drix's intended use as a temporary relief and has the nerve to tell him "GET OUT OF MY BODY", claiming Frank's body as his own.
- He is in denial and set in his own beliefs. While watching a video of Tom Colonic's campaign ad, he mocks his opponent and dismisses any ideas that Frank should start eating right as lies, insisting that "A fat Frank is a happy Frank." He even shrugs off the presence of Thrax, one of the deadliest viruses in history that was on the verge of getting his own chapter in the medical books, as a mere common cold.
- When Leah notices that something is wrong with Frank after Thrax gives him a deadly fever, he doesn't pay attention.
- Later, when Frank's fever renders him unconscious during the trip to Buffalo, New York and his brother Bob tries to wake him up, Phlegmming tries getting Frank to say "I feel fine" when he clearly isn't fine.
- He doesn't learn from his mistakes. After he loses the re-election to Colonic and is reduced to janitor duty in the bowels, he notices a button marked "DO NOT TOUCH" and of course (being the fool he is) decides to push it, which triggers a fart and sends him out of Frank's body. Well, not that the body had much use for him anyway, especially after the whole Thrax episode. It's like Frank said, "Out with the old, in with the new."
