Governor Rodger Maxwell, aka The Governor is the main antagonist of season 1 of the crossover fanfic All For Luz and its redux version. He is the governor of Connecticut, who wishes to wipe all Quirk users from the country, starting with his state and sets up a death game in Reality Check Summer Camp in order to kill off the superpowered kids in Gravesfield and around Connecticut.
What Makes Him a Hate Sink?[]
Original
- Rodger Maxwell is shown in every appearance to be a smug, xenophobic and sadistic man who lords his legal authority above everyone else. He shows to enjoy callously manipulating anyone he can.
- He's the Governor of Connecticut who immediately planned on wiping superhumans off the map due to his sheer hatred of them as soon as quirks popped up, starting with his state, Connecticut and convince the government to do it nationwide.
- Having made contact with Tyler Wittebane, he has 33 of the superhuman campers in Reality Check Summer camp kidnapped, which includes Luz Noceda and her recently made friend, Julia Wittebane, Tyler’s daughter.
- Bringing the teens to a secure location, Rodger sets up a Death Game where the 33 children, split into 3 teams of 11, are suppose to kill each other, while promising to keep the winning team alive. He's later revealed to have lied about having that kind of money and doesn't intend to let any of them live.
- After seeing Luz’ power All For One, Rodger makes a plan to use her to wipe out all of them before taking advantage of the chaos by expanding his genocidal goals.
- Making a deal with two other teams, Heaven's Devils and Foxtrot, promising them a $1 billion if they succeed, he has them spearhead an attack on Alpha Squadron's base, brutally murdering more than half of Luz’ teammates, including Julia.
- He counts on Luz snapping and brutally murdering all of the other enemy Quirk users and stealing their powers, before Rodger kills her with a missile. This seemingly works, as Luz proceeds to kill over 20 of them brutally under All For One's influence.
- Luckily, the military comes in, rescuing a mortally wounded Luz and the other 5 surviving campers, with 27 of the former campers being reduced to mangled corpses and Maxwell being arrested offscreen before sent to prison for life with no parole.
- However, his actions have led to the deterioration of Luz's mental health, as she is now suffering from severe PTSD, and is now more easily influenced by All For One than she would have been.
- He is confirmed to have been killed offscreen by the massive explosion at the climax of the fight between Hunter and Luz. Many readers had wished that Luz had confronted him and killed him herself.
Redux
- The Antagonistic Governor of Connecticut, is an all-around bigot, and much worst than the original.
- When Quirks start popping up like in the original story, Maxwell jumps at the chance to eradicate them all, working with Tyler Wittebane in running a Death Game were 33 teens with quirks are kidnapped and forced to fight to the death with the promise of money for the survivors, only to be carpet bombed by the end of the summer.
- Maxwell goes to Reality Check Summer Camp, where he proceeds to threaten the head counselor's family, including a 15-year old Masha who is a Quirk user, to force him to give him the property to kidnap the kids, all the while claiming that this is all in protecting the country.
- Having kidnapped 33 kids, and proceeding to have his men kill 7 non-Quirk children and 2 adults to leave no witnesses, Maxwell spends good time taunting the surviving kids and laying ground rules. His rhetoric of protecting the country complete and utter BS, lying about any rewards.
- New crimes show him as a Bad Boss, such as shooting one of his men dead for simply shooting into the air too soon.
- He's not even batting an eye when his best friend, Dempsey, telling him how sick he is and is gunned down for trying to betray him, and quickly moves on.
- Spending time in his villa while watching the death games with glee, it's revealed that not only is the games not at all government approved, this wasn't wasn't the first one as its revealed that about 12 years ago, he and Tyler created another Death Game for a strand of Quirk user teens with their benefactor: Emperor Belos.
- The first Death Camp ends with all buy two teens dying: Jonah Smith, who later becomes Tyler's personal assassin, and a 14-year old Amy Thatcher who was spared, due to being pregnant.
- It's revealed then that Amy's daughter is a girl named Arla Thatcher, a current contestant in the death games, and that its all but said that Maxwell raped Mrs. Thatcher as a teen, fathered Arla, and blamed it on her clothes, while showing glee over his (possible) illegitimate daughter being killed.
- He shows to be disturbed by Tyler'creepiness and trying to marry his 14-year old daughter, Julia, off to a grown man... this is made absolutely null by the all but confirmed state that Maxwell did worst to a girl Julia's age.
- Maxwell has a 3-year old son and a 6-year old niece who are Quirk users and legitimately questions what Tyler and The Witch Hunters would do to them... before he promptly steels his nerves and tells himself to not to get soft now, and we never hear anything about them, again. He more or less ignores any potential danger to his own family being killed by them having Quirks.
- His friendship with Tyler is more business and wanting to bail him out when he gets into trouble.
- When ordered by Tyler to shut the games early via bombing per Belos's instructions, Maxwell instead decides to kill all the contestants by more sadistic means, having the families of the kidnapped kids (sans Camila) threatened to spur them onto killing each other in one massive bloodbath.
- Unfortunately for The Governor, Luz goes berserk at the demise of her entire team powers come over her and the mass slaughter ends with her wiping out the enemies and with her and two remaining kids left remaining.
- The government storms in and arrests Maxwell, locking him up for good... until Tyler decides to get rid of him because he failed him and has become a loose end, sending Jonah in to assassinate the former Governor. Many readers wanted Luz to be the one to do him in.
