Draconic Pacts

Draconic Pacts (Japanese: 邪痕と聖痕の竜血 Evil brand and holy brand's dragon blood) is a weapon skill in the blue tome category which debuted in Fire Emblem Heroes; it is a personal weapon of young version of female Robin. When its user uses or is targeted by a rally or movement assist skill, Draconic Pacts reduces its user's special cooldown count, inflicts Hush Spectrum on nearby enemies, and grants the user another action if they have already acted; additionally, if the user initiates combat or is near an ally, it reduces the foe's stats based on their maximum special cooldown count, reduces the damage of their first attack, and neutralizes effects that reduce the user's special cooldown charge.
