Herbert Garrison, temporarily known as Janet Garrison, is the secondary antagonist of the South Park franchise.
He is a fourth grade teacher at South Park Elementary and was also briefly the President of the United States. He is notable for having varied from a jerk to a full-blown antagonist and back again. He is perhaps one of the most deranged residents of the town of South Park, alongside Cartman. He is described as a "sick weirdo" by his students (especially Stan) and Randy Marsh. He is a good friend with Mr. Mackey.
He is voiced by series co-creator, Trey Parker, like most male characters in the series.
Biography[]
Mr. Garrison is horribly racist, homophobic and extremely arrogant. He was also a somewhat rude and cruel teacher and enjoyed humiliating certain students, and also a vindictive character and once tried to sue the school for prior mistreatment by using his as-of-then openly gay partner Mr. Slave to perform inappropriate sex acts in front of the students with the aim of being fired - this backfired horribly on him however as he was hailed a hero due to "political correctness." Mr. Garrison is widely known as a "sick weirdo" by his students and Randy Marsh. His students (especially Stan and Kyle) hates him for being a sick weirdo.
Mr. Garrison went through a sex change operation, renaming himself "Mrs. Garrison" (despite not being married). His vulgar nature never changed. In fact, he became arguably worse: seeking to have an abortion (with abnormal glee) and treating Mr. Slave extremely badly as he/she reverted back to homophobia. Later, Mr. Garrison tried to outlaw gay marriage to spite Mr. Slave when he tried to marry Big Gay Al (showing, once again, his vindictive side).
Mr. Garrison is also infamous for being insane (albeit his insanity is often played for laughs) - having an alter-ego in the hand-puppet known as Mr. Hat: who sometimes plays out some of Mr. Garrison's darker fantasies, which he claims to be repulsed by (such as when Mr. Hat was a member of the Klansmen).
Despite claiming to be repulsed by Mr. Hat's involvement with the KKK, Mr. Garrison engaged in very similar acts himself when he tried to drive away all the "richers" from South Park in one episode - becoming, in many ways, the very thing he professed to hate (this once again highlights Mr. Garrison's often chaotic way of thinking, possibly due to his split personality).
Although not villainous in the sense of harming another being (at least humans which changed following Season 19), it was implied in an early episode that Mr. Garrison, in addition to being a suppressed gay, also engaged in bestiality—which (if true) would further complicate his already infamous sexuality issues.
When he went back to being a man, he started to become less insane and started to act like a perfectly sane teacher, albeit still being racist, until he was fired by PC Principal and became the 45th President of the United States.

Mr. Garrison is shown to be a crude, rude, abusive, short-tempered, cold, arrogant, deficient, immature, manipulative, idiotic, homophobic (ironic since he is a homosexual or going by recent seasons most likely bisexual), as well as a vindictive and racist individual. He loves to force his beliefs on others, it is his attitude which led to a post-Apocalyptic future where three warring Atheist sects are emulating his beliefs. During the Christmas Specials, he freely calls Jews, Hindus, and Muslims heathens who don't celebrate Christmas while saving his greatest amount of vitriol for the Japanese.
He is also extremely vituperative and opprobrious towards his lover, Mr. Slave, to the point where Mr. Slave left him after the sex change since he didn't care about how Mr. Slave would feel and only thought about himself. Mr. Garrison always has had a trouble with empathy to the point where it becomes apparent he lacks it, becoming nothing more than a sociopath near Cartman's caliber.
This is shown explicitly during "Follow that Egg!", where Mr. Garrison tries to 'take back' Mr. Slave and gets enraged that Mr. Slave has moved on is in engaged to Big Gay Al. He believed he was taking Mr. Slave back and thought that his old boyfriend only left due to Mr. Garrison calling him a slur, ignoring that Mr. Slave said he doesn't like women and that Mr. Garrison never even consulted him before the surgery. To sabotage their wedding, Mr. Garrison turns the parenting exercise he gave his class into a rigged experiment to prove gay couples cannot take care of children.
And to this end, he is willing to murder people as shown in the final part, nearly killing Stan and Kyle when they show off the egg being perfectly fine.

Villainous Acts[]
- In “Weight Gain 4000”, Mr. Garrison tries to have politician Kathy Lee Gifford assassinated because she humiliated him in a talent show when they were kids. He tries to shoot at Kathy, only to miss and accidentally hit Kenny instead.
- He is implied to have raped animals and committed bestiality as in “An Elephant Makes Love To A Pig” and “Jakovasaurus”, it is implied that he had sex with Cartman’s pet pig and a pigeon respectively.
- In “The Death Camp Of Tolerance”, Mr. Garrison tries to get fired from South Park Elementary for being gay so he could sue them for wrongful termination and get rich. To do this, he performs numerous sexual acts with Mr. Slave in front of his entire class. Due to this he gets Stan, Kyle, Cartman, and Butters sent to a tolerance camp as they did not tolerate Mr. Garrison’s intolerable behavior.
- In “Mr. Harrison’s Fancy New Vagina”, Mr. Garrison undergoes a sex change operation without consulting with Mr. Slave about it, resulting in the end of their relationship.
- In “Follow That Egg”, Mr Garrison has the entire class do an egg sitting project to teach them about parenting. However, this project ends up getting involved in the legalization of gay marriage when Mr. Garrison becomes jealous of Mr. Slave’s relationship with Big Gay Al and hypocritically protests against gay marriage just to prevent Mr. Slave from getting married. In this attempt, he pairs Stan, Kyle, Wendy, and Bebe up as same sex parents for the project in the hopes they would fail and be bullies Stan and Kyle in class when they get through a day with their egg intact. Mr. Garrison then hires a hit man to destroy the egg but when that fails due to Stan using a decoy egg, Mr. Garrison then tries to have Stan and Kyle murdered in the legalization proceeding, resulting in the deaths of many innocent people.
- In the “Go God Go” Duology, Mr Garrison makes his lesson on human evolution to his class very inappropriate due to the fact he disagrees on evolution with the school board. In it his lesson contains inappropriate comments and insults concerning mental retardation and anal sex, which causes a student named Linda Triscotti to be pulled out of the classroom by her strict Catholic parents. Later on, Mr Garrison behaves more inappropriately when Richard Dawkins takes over the subject. Upon learning that Richard is an atheist, Mr. Garrison mocks Richard and then acts like a monkey by pulling his pants down, defecating into his hand and then throwing the poop at Richard, resulting in Mr. Garrison getting a suspension from his job.
- In “Where My Country Gone”, Mr Garrison becomes very bigoted towards Canadians due to an increased rate in illegal immigration. He first offends several Canadian students in his class by telling them to go back where they came from while calling them “Canucks” because they were disrupting him in class. He then joins the presidential campaign and proposes that the U.S build a border wall on Canada and that the Canadians should all be literally raped to death. Mr Garrison then goes to Canada where he rapes and murders The President of Canada.

- Mr. Garrison is the second most common antagonist of the show, aside from Eric Cartman.
- President Garrison is a parody to Donald Trump, the real-life 45th President of the United States. Previously the two have met in 'The Entity', when Mr. Garrison invited him (along with other rich people) to show the IT. Garrison had also raped to death a Canadian version of Donald Trump.
- His appearance in the Season 21 finale "Splatty Tomato" serves as a homage to It from the titular 2017 film based of Stephen King's novel.
- Garrison is arguably even more deranged than Cartman as in "The Pandemic Special", Cartman was willing to end the coronavirus (against his own self-interests), whereas Garrison wanted it to continue to favor his self-interests.
- In Block 13 (a Kuwaiti parody of South Park), Mr. Garrison's counterpart is Mr. Saleh.
- Unlike Mr. Garrison, Mr. Saleh is not a pervert due to him being a muslim. He does has anger issue as Mr. Garrison and always hates Abboud (the counterpart of Cartman) for all his pranks on him. Mr. Saleh became a psychopath and was sent to a mental hospital.
