Strategic Villains are scheming evildoers who strategize and plan out events before they are set to motion, and overall have a tactical approach with taking out their foes or committing crimes with strategy instead of facing their enemies head-on.

Most of these villains are often Masterminds or at the very least intelligent and/or unscrupulous enough to pose serious problems within the story that they appear in; however, it is also possible for some strategists to be Dimwits (or otherwise Delusional), especially if most of their tactics backfire on them.
