Summary[]
“ | The dragon is the most perfect of creatures. | „ |
~ Meepo |
Meepo the Dragon-Keeper was once the lowliest of kobolds, weak even for their lowly kind. As such, he was assigned by his then-master, Yusdrayl, to tend to the dragon their tribe had captured, who went by the name of Calcryx; this essentially meant Meepo was assigned to clean the dragon's feces. However, when the dragon was captured by the goblins who also lived in the same dungeon space (dubbed the Sunless Citadel), Meepo's reputation amongst his kin plummeted even lower, and he was destitute, until a party of adventurers arrived and assisted Meepo's tribe in re-capturing the dragon. This state of affairs lasted only briefly before the adventurers ultimately slew the dragon, killing all of Meepo's tribe as a consequence: only Meepo escaped.
Through unknown means, the plucky creature entered an alternate Prime Material plane where technology was far more advanced and magic was repressed; here he thrived, using his natural inclination to stealth to join a guerilla army with whom he served during his time here. Meepo's adventures in this world were undocumented and ended as quickly as they began, whereupon he returned home to lead his kin as a mercenary lord in the War of the Dragon Queen, donning armor of a white dragon to honor his slain pet, Calcryx.
Meepo's valor with his kin made him legendary amongst the kobolds, and saw him discover his talents over a long and prosperous career: he became a capable sorcerer and worked to build himself in the image of the dragons, creatures he regards (as with most of his kin) as the apex of creation. Meepo is one of the most dangerous kobolds ever born, a fitting testament to the tenacity of the kobolds, to rise from meager beginnings to glorious heights.

Powers and Abilities:
Superhuman Physical Characteristics, Small Size (Type 0, considered to be very small even by kobold standards[1], meaning he is likely approximately 60 cm tall), Weapon Mastery (He is capable enough with both a spear and a sling), Enhanced Senses (Despite his poor hearing[2] and the kobold's general sensitivity to direct sunlight[3], Meepo can see exceptionally well in total darkness), Stealth Mastery (He has a proclivity towards slinking and sneaking, and shows aptitude at both), Damage Boost (Meepo is well trained at hitting weak points when given the opportunity)
All base abilities plus Camouflage (Meepo served in a real-world guerilla warfare unit and learned his trade of combat from them[4]), Shapeshifting (Meepo is a lycanthrope, specifically a were-fleshraker, which is a type of four-legged raptor[5], which means he can transform into one or a hybrid-form at-will), Magic, Reality Warping (Magic is the direct manipulation of the Weave, a multiversal construct that sorcerers such as Meepo tap-into as if it were second-nature), Non-Physical Interaction (Magic of any form can interact with intangible, incorporeal, abstract, and even nonexistent creatures, as well as foes that exist across the planes of existence[6]), Greater Weapon Mastery (In addition to now being proficient with a quarterstaff, Meepo wields a real-world Mossberg shotgun that serves as a minor artifact, making it an incredibly powerful magic item), Temperature Manipulation (Scorching Ray allows Meepo to launch rays of heat to strike his enemies), Statistics Amplification (Expeditious Retreat grants Meepo a boost to his speed that is typically used for escape; He can also increase his physical strength via potions of bull's strength), Energy Projection and Homing Attack (Magic Missile is a spell that deals relatively light damage but guarantees a successful strike and pierces protections such as armor and forcefields), Ice Manipulation (Meepo can generate Orbs of Lesser Cold as projectiles to harm his foes), Healing (Low-Mid, Meepo carries a supply of potions to heal lethal injuries mid-fight), Text Manipulation (Meepo can generate arcane runes via magic), Extrasensory Perception (Meepo can detect magical auras and learn more about them), Light Manipulation (Meepo can generate motes of light that he can then move about), Summoning and Telepathy (He has a toad familiar that he can summon; in doing so, he forms an empathic bond with the spirit-creature that allows him to communicate with it, as well as do things like cast spells via it), Limited Animal Manipulation (As a lycanthrope, Meepo also has an empathic bond with fleshrakers), Power Modification (Meepo can modify his magical powers via metamagic, foregoing his need to speak to cast them), Acrobatics (Meepo is a proficient tumbler), Bodily Weaponry (In his transformed states, Meepo has claws and fangs with which he can attack), Martial Arts (Meepo is also proficient in attacking like so, and has demonstrable mastery over it), Supernatural Willpower (Meepo possesses an iron will, allowing him to better resist spiritual attacks compared to others of his kind), Social Influencing (Meepo is very skilled at bluffing in social encounters and he is a skilled leader of his kin, bolstering morale with his presence[7]; He is recognized as a skilled leader and can motivate his followers to battle), Poison Manipulation (As a fleshraker, he has a natural poison included in his attacks), Damage Reduction (Incoming damage is supernaturally mitigated unless the source is magical or a silver weapon), Riding Mastery (He is trained in riding mounts, and particularly excels in riding dragons), Power Nullification (Meepo prevents dragons from using their breath attacks by his mere presence as a Dragonlord), Extreme Resistance to Ice Manipulation, Paralysis Inducement, Sleep Manipulation (He is particularly resistant to these abilities and has a greater resistance to them over his usual resistances) and Fear Manipulation (Meepo specifically resists the fear manipulating abilities of Dragons to a greater extent)
All previous abilities plus Statistics Amplification (Via Haste, Meepo can double his speed, which is his go-to strategy), Incorporeality (With Wraithstrike his weapons and attacks become ghostly, and can phase through solid barriers), Breath Attack (He has a lighter version of a dragon's breath attack; specifically, he emulates the freezing breath of a white dragon), Forcefield Creation (He can generate shields of raw force to deflect all attacks), Telekinesis (He can use Mage Hand to carry small objects telekinetically or to manipulate objects from a distance), Absorption (His brooch of shielding absorbs damage from raw energy, such as magic missiles, and totally negates it)
All previous abilities plus Enhanced Senses (He possesses blindsense, meaning he can detect enemies around him without seeing them), Flight (He has grown wings that allow him to fly at great speeds), Portal Creation (He has since acquired a Cape of Mountebank, which allows its user to Dimension Door, effectively creating a fold in space to teleport through), Power Modification (He has far greater metamagic capabilities which allow him to vastly improve his spellcasting)
Attack Potency: At most Wall level (Meepo is notably weaker than a standard kobold, such that he is considered a significantly lower challenge for an adventurer to overcome and is also much less durable[8]) | Small Building level+ (Meepo is significantly stronger than most sorcerers of his mastery due to his lycanthropic traits, making him comparable to casters capable of using spells like Conjure Barrage who would otherwise be superior to him in strength) | Small City level+ (Although he is weaker than most in this range, Meepo is still capable of contending with others here, which includes creatures such as legendary dragons) | At least Small City level+ (He is far stronger than he was previously; at this stage he is only marginally below creatures such as Pit Fiends or Balors)
Speed: Subsonic (Like all kobolds, Meepo is on-par with adventurers who can dodge point-blank arrows) | Hypersonic+ with High Hypersonic+ reactions (Can keep up with adventurers capable of dodging short-range lightning) | Relativistic+ (Capable of reacting to light-based attacks) with FTL+ reactions (Can contend with enemies with feats such as Great Cat's Dodge) | At least FTL (With his ring of evasion he is comparable to those capable of dodging effects like Radiant Wings) with FTL+ reactions (Noticeably faster than before)
Lifting Strength: Peak Human (As a small creature with 8 strength, Meepo can push approximately 272 kg under good conditions) | Peak Human, Class 1 when transformed (In his Fleshraker form, he becomes a medium quadruped with 11 Strength, meaning he can push roughly 782 kg) | Peak Human (Thanks to a mantle of giant's strength, Meepo can now push over 500 kg), Class 5 when transformed (The bonuses of his mantle carry over to this form, giving him a strength of 15; this equates to a maximum push load of 1.3 metric tons) | Class 5 (In this key, Meepo has a Strength score of 19, making his maximum push load in his kobold form about 1.1 metric tons), Class 5 when transformed (His improvement to strength in this form continues alongside his normal form, granting him a new maximum push of 2.4 metric tons)
Striking Strength: At most Wall level (Meepo is considered physically weak even by kobold standards, but he is still generally able to battle low-level adventurers) | Small Building level+ (Though he is not much of a physical fighter, he still is known to wield weapons into combat and can contend with others on his own level) | Small City level+ | At least Small City level+
Durability: At most Wall level (Though he is stated to be weaker than a normal kobold, Meepo has tanked attacks from Calcryx[9], which is a wyrmling white dragon, who should be superior to basic adventurers capable of tanking burning hands) | Small Building level+ (Can tank damage from similarly powerful sources) | Small City level+ (While he still can contend with others on his level, he is noted to be considerably less durable than others on his own level) | At least Small City level+ (Far stronger than previously, although still less durable than others with a Challenge Rating of 19)
Stamina: Possibly Superhuman, as he was the only survivor of the Sunless Citadel's purge of kobolds and has been engaged in warfare on-and-off since then; he is the veteran of countless conflicts, including some in the real world
Range: Extended melee, several meters via sling, dozens of meters with Mossberg shotgun and spells like Magic Missile, hundreds of meters with spells such as Dimension Door
Standard Equipment: Spear, sling and bullets, basic armor | Mossberg Shotgun, white dragonhide full-plate, white dragonhide shield, short sword, potions of bull's strength and cure wounds, bracers of armor, ring of protection, lesser metamagic rod of silent spell | All of those in the previous key plus a belt of giant strength, a lesser metamagic rod of Extend Spell, and a brooch of shielding | All of those in the previous key plus a ring of evasion, lesser metamagic rod of Empower Spell, lesser metamagic rod of Maximize Spell, cape of the mountebank, vest of resistance
Intelligence: Above Average, for what Meepo lacks in the physical prowess of his kin, he is altogether more clever than most Kobolds and, for that matter, most humans | Above Average | Above Average | Gifted, his time exploring has made him considerably more intelligent than the average human and on-par with average wizards
Weaknesses: Meepo is a semi-infamous coward, a fact that he carries with him until his last key, where he instead abandons fear and acts out of tact
