Joseph Falk, more commonly referred to as the Savior, is a minor antagonist in season 1 of the TV series Arrow. He is a former resident of the Glades turned cyber crusader appearing as the main antagonist of the eighteenth episode, "Salvation".
Joseph Falk made a living for himself as a computer technician for the department of transportation until his wife was murdered during an armed robbery in the Glades, an area of Starling City driven to the brink of corruption by the rich and powerful.
Oliver Queen's activities as "The Hood" inspired Joseph to become a vigilante known as "The Savior" and embark on a vengeful kidnapping and killing spree to punish those that had wronged the residents of his neighborhood.
Salvation[]
Falk breaks into the penthouse of real estate developer/slumlord, John Nickel responsible for the deaths of many of the tenants that died in his buildings due to inadequate heating and faulty wiring, but avoided being prosecuted by paying off the District Attorney. Falk abducts Nickel and brings him to a train in the abandoned Starling City Subway to question him for his crimes against the community during a live broadcast on his website, Glades Betrayed. After Nickel poorly fails to plead his case, the mysterious Savior finds Nickel "guilty" and sentences him to death by shooting the man twice in the chest. The Savior states that more people will answer for their crimes before signing off.
Later, Savior makes Gavin Carahan, the assistant district attorney that failed to bring the gangbangers responsible for his wife's death to justice due to lack of evidence, the victim of his next video. As he gives Carahan 10 minutes to prepare for the "closing argument of his life", Felicity Smoak attempts to trace where the feed is coming from, but for some reason the Savior's signal keeps sending Oliver to bogus locations. Carahan's time runs out and he is executed for his crimes against the Glades.

The Savior later kidnapped Roy Harper outside his home as Thea Queen tried to stop him from committing a crime. During Roy's broadcast, John Diggle realizes that Falk is using an abandoned subway car as his base of operation. Oliver is able to board the car and kill Falk, saving Roy's life.

The Savior can be seen as a foil to Oliver Queen as they are both vigilantes whose crusades involve violence against those who they feel have failed the city, especially people living in the Glades. Additionally, both their respective vendetta's started after the death of someone they loved; Falk lost his wife, Emma Falk, while Oliver lost his father, Robert Queen. Also, both set off as a loners, though Oliver would later bring John Diggle and Felicity Smoak into his inner circle, while the Savior had no help. Another difference is that Oliver shows restraint by giving his enemies a chance to atone for their misdeeds before executing them, while the Savior is much less forgiving and does not share the same ideology. If Oliver had lost everyone he cared about he could have ended up like the Savior.
Joseph Falk is the second individual Oliver inadvertently caused to embrace vigilantism without a moral code; the first being Helena Bertinelli.
