Brigadier Holter, formerly know as General Holter, is a supporting antagonist of Monster Legends, serving as one of the two secondary antagonists in the Galactic Era Saga along with Master Skeel, and a major antagonist of Multiverse Era Saga.
He has his own understanding of what a union of galactic civilizations should look like. The problem is that his vision isn't shared by the rest of the leads of these civilizations, mainly because what he speaks of as a union sounds more like an army at his mercy for most.
