Kisame Hoshigaki is a supporting antagonist in the Naruto anime and manga series. He served as a former member of the Seven Swordsmen of the Mist and later member of the rogue Akatsuki organization.

His Villainous Deeds[]
- He slaughtered the entire Cipher Corps under Yagura’s orders (who was controlled by Obito) when they were about to be interrogated by Leaf Shinobi in order to prevent classified information from leaking.
- He joined Obito Uchiha's Akatsuki terrorist organization and did various illegal missions throughout his years in the group.
- Alongside Itachi, he broke into the Leaf Village and fought several Jonin then attempted to abduct the young Naruto. He also suggested cutting off Naruto's legs so he wouldn't run away.
Why Doesn’t He Stand Out?[]
- Fails the Heinous Standard to multiple Akatsuki members who have committed mass murder and even his former ally, Zabuza Momochi who killed hundreds with much less resources and his partner Itachi Uchiha, who mentally tortured both Sasuke and Kakashi using his genjutsu.
- He is on friendly terms with other Akatsuki members, mainly his partner Itachi and leader Obito.
- He is genuinely affable for the most part, even towards his enemies.
- He is tragic as he was forced to kill his own comrades when he was in the Cipher Corps Division, which left him disillusioned with reality. He assisted Obito in his Eye of the Moon plan because he wanted a world without lies.
- Most of his crimes are done when taking orders from others, such as Yagura or Obito.
