A police captain was a character in the McBain and McGarnagle franchises. His overall character was that of a stereotypical police chief in procedural dramas/crime films, of the type to be neurotically obsessed with following procedure to the letter and not tolerating any deviancy from following things by the book, regardless if said deviations bring in results.

In McBain, he had the titular character brought into his office where he reprimanded him for various assaults on Senator Mendoza, including driving his limo off a cliff, killing three of his body guards via neck-snaps, and even driving a bus through his front door. McBain attempted to explain he had good reason to do those things as he uncovered evidence that Mendoza was actually a kingpin of an international drug cartel, but the chief refused to hear him out and angrily fired him (or as he put it, "you're outta here!" as McBain turned to leave). This resulted in McBain returning the favor by punching him out of a window into a fountain several feet below.

Despite being punched out of a window, he survived, and apparently relocated his office. At some point, he for some reason allowed McBain to be reinstated into the police force, including supplying McBain with his gun. However, McBain attempted to explain to the captain that the service pistol was not sufficient enough for him to avenge Scoey's murder, due to it being too small. The captain was unmoved, and if anything irritated at McBain bringing a significantly larger revolver (which he called a cannon) due to it being against regulations, explaining that the department goes by the book as he flashes the police manual. However, McBain, undeterred, simply shot the manual through a wall with his "cannon," to the captain's shock.

Besides McBain, he's also implied to be the boss of McGarnagle. After McGarnagle convinced a reluctant Billy to testify against an implied crime boss regarding a murder he witnessed, it cut to the Police Captain approaching McGarnagle and telling him off by bluntly revealing Billy's own graphic murder as a result, with McGarnagle expressing disgust due to his eating lunch at the time.
