This baby is an illegitimate son of Mayor Quimby and Cookie Kwan.
History[]
After Mayor Quimby's sexual scandals were found out, Cookie Kwan came to Joe and showed their son to him. Despite having a physical and vocal resemblance, Quimby said that the baby wasn't his and ordered one of his bodyguards to take care about the baby. The bodyguard took the baby and gave him sunglasses. The baby later returned to his natural mother who was holding him while protesting.
