Throughout Power Rangers, while some Zords are classified as 'dual-mode' Zords (meaning a single Zord that simply morphs between two modes), there are also singular Zords that can possess more than just two modes. In this case, 'three-mode Zords' is an example - this Zord type means that a Zord has three modes
