Hover Goat-3000's fancy hover board can release a blast of turbo particles that makes allies run faster if they're close to him when the blast is activated.

This ability has many uses. It is good for retreating as the Hover-Goat 3000 moves very fast while the ability is active, but is even better in Turf Takeover because you can use it to speed up your team, allowing you to reach the objective faster, as well as letting Engineers on your team reach the Teleporter faster. One tactic is to circle an enemy player with the ability active to dodge shots while firing at them.
Against[]
There's not really much of a counter for Tubular Turbo, but there's also not really a counter to have against it. Just do your best to vanquish the opponent regardless of their ability, and hope for the best. Cacti can deploy Potato Mines if the Hover-Goat 3000 is circling them, which will most likely make them run straight into the mine.
