There is no cure or vaccine for HIV/AIDS. The only life-prolonging treatment available is antiretroviral (ARV) therapy. WHO estimates, however, that less than 5 percent of those who require treatment in developing countries currently enjoy access to these medicines. In Africa fewer than 50,000 people–less than 2 percent of the people in need–currently receive ARV therapy. These facts have elicited strongly divergent reactions, and views about the appropriate response to this crisis have varied widely.The intensity of the debate concerning access (...) to life-prolonging medicines for the treatment of HIV/AIDS, and the heated rhetoric with which they are often conducted, suggest that these disagreements may be rooted in deeper disagreements of value. It is not obvious, however, what disagreements of value are at stake in this debate. By analyzing the statements of scholars, public officials, activist organizations, and private sector representatives, each of whom may endorse very different policy recommendations on access to HIV/AIDS drugs, we have identified and created a typology of the different sources of disagreement in the debate. We conclude that the central disagreements concerning access to medicines arise from competing understandings of how responsibilities for bringing remedy to hardships should be allocated to different agents and institutions. A central lesson that emerges from our analysis is that thinking about “health equity” must extend beyond the explanation and justification of goals, values, and ideals, and engage more honestly with the difficult question of how responsibilities for bringing remedy to health crises should be allocated in complex social contexts. Based on a reconstruction of the development of Rudolf Carnap’s views from the Aufbau until the 1960s, this paper provides an account of the philosopher’s understanding of non-cognitivism, which is here seen as in line with the so-called scientific world-conception of left-wing logical empiricism. The starting point of Carnap’s conception is the claim that every human decision depends on certain attitudes that cannot be justified at a cognitive level, that are neither based on empirical facts nor logical reasoning. The (...) key features of Carnap’s non-cognitivism, however, go beyond this general basis and involve several fundamentally moral commitments, such as a commitment toward science, and the embracing of moral attitudes as the result of a long-term process of rational discourse. I argue that these commitments contained in Carnap’s non-cognitivism/scientific world-conception establish a genuinely political worldview that is characteristic of left-wing logical empiricism and converges with socialism and democracy. Many in the discourse on climate engineering agree that if deployment of solar radiation management (SRM) technologies is ever permissible, then it must be accompanied by far-reaching mitigation of greenhouse gas (GHG) emissions. This raises the question of if and how both strategies interact. Although raised in many publications, there are surprisingly few detailed investigations of this important issue. The paper aims at contributing to closing this research gap by (i) reconstructing moral hazard claims to clarify their aim, (ii) offering (...) one spe-cific normative justification for far-reaching mitigation and (iii) investigating in greater detail different mechanisms that could potentially cause a trade-off between mitigation and SRM. I conclude that the empirical evidence questioning the trade-off hypothesis is inconclusive. Moreover, theoretical reflections as well as economic model studies point to a trade-off. In our current epistemic situation these findings must be taken seriously. They caution against researching and developing SRM technologies before measures to avoid or minimise a trade-off are implemented. (shrink)

Most approaches to quantum gravity suggest that relativistic spacetime is not fundamental, but instead emerges from some non-spatiotemporal structure. This paper investigates the implications of this suggestion for the possibility of time travel in the sense of the existence of closed timelike curves in some relativistic spacetimes. In short, will quantum gravity reverse or strengthen general relativity’s verdict that time travel is possible?

Global capitalism is a transnational “operational space” which is produced by the practices of states, policy- and issue-specific government networks, and private organizations such as transnational corporations, global law firms, and standard-setting agencies. This “operational space,” which I call the transnational constellation, works through and beyond distinct spatial settings, endowing them with a global financial capitalistic logic and limiting the scope of democratic self-determination. In the second section, I analyze political protest against this transnational constellation in terms of democratic theory. (...) (More information at www<dot>beyondspacetime<dot>net.) This chapter introduces causal set theory and identifies and articulates a 'problem of space' in this theory.

In an earlier article I argued that individuals are obligated not to exceed their fair share of emissions entitlements, that many exceed their fair share at present and thus ought to reduce their emissions as far as can reasonably be demanded. The peer commentators raised various insightful and pressing concerns, but the following objections seem particularly important: It was argued that the fair share argument is insufficiently justified, that it is incoherent, that it would result in more far-reaching duties than (...) acknowledged by me, that it is unable to provide a clear account of individual duties, and that duties to reduce individual emissions are not Kantian imperfect duties. The vision of legendary criminologist Cesare Lombroso to use scientific theories of individual causes of crime as a basis for screening and prevention programmes targeting individuals at risk for future criminal behaviour has resurfaced, following advances in genetics, neuroscience and psychiatric epidemiology. This article analyses this idea and maps its ethical implications from a public health ethical standpoint. Twenty-seven variants of the new Lombrosian vision of forensic screening and prevention are distinguished, and some scientific and technical limitations are noted. Some (...) lures, biases and structural factors, making the application of the Lombrosian idea likely in spite of weak evidence are pointed out and noted as a specific type of ethical aspect. Many classic and complex ethical challenges for health screening programmes are shown to apply to the identified variants and the choice between them, albeit with peculiar and often provoking variations. These variations are shown to actualize an underlying theoretical conundrum in need of further study, pertaining to the relationship between public health ethics and the ethics and values of criminal law policy. The aim of the paper is to illuminate some core aspects of Leibniz’s conception of judgement and its place in his conception of the mind. In particular, the paper argues for three claims: First, the act of judgement is at the centre of Leibniz’s conception of the mind in that minds strive at actualising innate knowledge concerning derivative truths, where the actualising involves an act of judgement. Second, Leibniz does not hold a judgement account of predication, but a two-component account (...) that distinguishes between predication and alethic evaluation. Third, Leibniz understands the act of affirmative judgement in terms of establishing active dispositions, i.e. strivings, to make reasons available for future reasoning that aims at answering whether-questions. Correspondingly, he understands the act of negative judgement in terms of establishing dispositions to ban propositions from future reasoning that aims at answering whether-questions. In the final analysis, the acts of affirmative as well as of negative judgement turn out to be acts of changing memory dispositions. (shrink)

Antibiotic resistance, arising when bacteria develop defences against antibiotics, is creating a public health threat of massive proportions. This raises challenging questions for standard notions in bioethics when suitable policy is to be characterized and justified. We examine the particular proposal of expediting innovation of new antibiotics by cutting various forms of regulatory ‘red tape’ in the standard system for the clinical introduction of new drugs. We find strong principled reasons in favour of such a lowering of the ethical standards (...) of research and the clinical introduction of new antibiotic formulas. However, this support is undermined by pragmatic challenges owing to expected responses from stakeholders, creating uncertainty about which policies could actually be effectively implemented. We describe an underlying dilemma on how to rationally justify compromises between ideal ethical justification and pragmatic risks that needs to be further addressed in this light. We suggest a solution to this dilemma related to proposals of expediting antibiotic drug innovation. (shrink)

Anthropotechnik wird daher zu einem umstrittenen Begriff, weil die Zielsetzung und Machbarkeit der Technik von der jeweiligen Deutung des Menschenbegriffs abhängt, aber auch von der Technik auf jenen zurück wirkt. Der Autor Kevin Liggieri zeichnet in seiner begriffsgeschichtlichen Untersuchung zum Begriff der Anthropotechnik nach, wie Mensch und Technik im Laufe dieser Entwicklung immer (...) wieder neu aufeinander verwiesen sind. This introduction summarizes the main contributions of this special issue titled “Quiet Politics and the Power of Business: New Perspectives in an Era of Noisy Politics.” The four articles in the issue use and extend Culpepper’s influential concept of “quiet politics” according to which business is able to shape policies and regulations when issues are of low salience to the public and politicians. The issue takes Culpepper’s analysis further in ways that respond to the rise of noisy politics over the (...) last few years, often associated with new strident forms of left- and right-wing populism. Three contributions are made. First, the articles show that salience is not an inherent property of a policy area but is socially constructed. Second, a variety of strategies are described that business uses when trying to keep politics quiet. Third, strategies are affected by the structure of business, which varies across types of capitalism. Future research can use these insights to extend our understanding of the limits, strategies, and dynamics of quiet politics across political economies. (shrink)
