Rex Smythe-Higgins I is Phil Shortman's arch-rival, ever since he won the Tour de Pond 70 years ago when Grandpa's boat "mysteriously" got a number of holes in it; today, he owns the pond. He has a grandson that was also named after him, Rex Smythe-Higgins III.

He's known to cheat in order to win such as when he drilled holes in Grandpa's boat during their Tour de Pond race 70 years ago and cheated again to have his grandson win by sabotaging the remote control for Arnold's boat.
