The President of the United States of America is both the head of state, and the head of government for the United States of America, a political union on the North American continent on Earth.

Thesavagecurtain

An Excalbian recreation of the 16th President, Abraham Lincoln, with Leonard McCoy and James T. Kirk.

The office of the president was established by the ratification of the Constitution of the United States of America in 1787. Prior to the ratification of the Constitution, under the Articles of ConfederationWP, the presiding officer of the Congress of the ConfederationWP was known as the President of the United States in Congress AssembledWP, and over a dozen men served served in that position. There was no executive branch, and the President of the Congress was merely a legislative position. Under the Constitution, the executive branch was formed, and the first United States President was elected for a four-year term by a college of Electors, who were chosen at first by the states, and then by plebiscite. George Washington was the first person elected president under the Constitution. (ENT novel: The Good That Men Do, historical accounts)

He was inaugurated on 30 April 1789. (DS9 novelization: Far Beyond the Stars)

In the early 20th century, giant likenesses of four of the most admired presidents were carved out of the granite in Mount Rushmore in South Dakota. A fifth likeness, that of Sarah Susan Eckert, was added sometime prior to 2287. (TOS novelization: Star Trek V: The Final Frontier)

In 1941, Benny Russell had a vision of seeing a Negro become President of the United States. (DS9 novelization: Far Beyond the Stars)

By the early 23rd century, the office of President of the United States had become a largely ceremonial role, rather than a position with actual political power. Ambassador Sarek once gave a speech on computer systems to a number of dignitaries, including the president. (TOS novel: Spock's World)

In 2375, following the Breen attack on San Francisco, the President of the United States joined Federation President Min Zife and the Prime Minister of United Earth in touring the city. (ST short story: "Eleven Hours Out")
