In 2155, United Earth Prime Minister Nathan Samuels led the drive to create a Coalition of Planets amongst a number of powers in local space after an attempted Romulan incursion. Prime Minister Samuels presided over most of the negotiations, even overcoming an attempt to derail the talks by the terrorist organization Terra Prime. The Tales of the Dominion War short story "Eleven Hours Out" establishes the Prime Minister of United Earth as an important political figure, which is confirmed by the ENT novels The Good That Men Do and Beneath the Raptor's Wing. The exact nature and extent of the Prime Minister's role, and how it functions alongside the role of President of United Earth, are as yet unestablished.
