Green Bear first appears in Chapter 2. He uses unregulated software to wield power rivaling that of the Center Administration Bureau itself, and went on a rampage through Akihabara. Tsuzumi sends Kei Azuma and their partner to deal with him. Despite being heavily injured from both the fight and Kei's friend disobeying orders and attempting to beat information out of him, Tsuzumi is eventually able to interrogate him and get the name of his supplier.
He appears again in Chapter 5, as one of the fighters in Akiba Arena.

- Green Bear's name is a reference to Red Bear from Shin Megami Tensei II. Green Bear being an opponent in the Akiba Arena may also reference on how Red Bear was fought in Valhalla's Colosseum.
