The Peace Corps is a non-governmental organization dedicated to peace on Earth.
The Peace Corps (as well as college campuses, Greenpeace or Habitat for Humanity) was also a recruitment source for Hydra in their rebuilding following the Skrulls' Secret Invasion and the consequent loss of 15,000 agents and the Ichor base by Strucker in order to root off the infiltration. Hydra's indoctrination techniques, seemingly more efficient on applicants with a "do-gooder mentality", with a retention rate of eighty-two percent among the individuals approached among the Peace Corps.[1]
