History
The "El Rukens" were a black gang which ruled Chicago's Southside. They sent the murder rate up 150% within six months, which matched their crack sales. El Rukens were forcing the residents out of a building which they wanted for their headquarters, and established a crack lab in the building. Luke Cage and the Punisher who had undergone plastic surgery and chemical treatment to look African-American, infiltrated the building and liberated it from the gang.[1]
Trivia
The "El Rukens" are a pastiche of the infamous super-gang of Chicago, the "El Rukn" now known as the Black P Stone Rangers.
