Ketsu Shi was the previous Left Chancellor of Qin and Ryo Fui's political rival in the courts as they fought for supremacy. After being approach by the crown prince, Sei Kyou, Ketsu Shi become his main supporter and ally as they sought to kill Ei Sei and take the throne by force which would allow him to prevent Ryo from gaining more influence. Ketsu Shi would eventually meet his end through the combined efforts of the Ei Sei Faction, GeneralOu Ki, Yo Tan Wa's Mountain Warriors, and Shin, an unknown servant boy.
Ketsu Shi always wore court robes and was very fat. Due to his obesity, Ketsu Shi has more than a chin and has prominent lips with a face covered in warts.
Ketsu Shi's main goal was to kill Ei Sei and prevent Ryo Fui from returning to Qin. Once Sei Kyou became king, the minister believed that he could gain complete control over the kingdom.
Most of his plans to kill Ei Sei were futile as his assassins were intercepted by Shin.
After Shin defeated Rankai, the court decided to flee even as Sei Kyou threatened the ministers with a death penalty should they decide to abandon him. He also tried to leave but he was slowed down by Ka Ryo Ten and killed by Bajio and Shunmen.
His death demoralized the Sei Kyou faction's troops and caused most of the troops to surrender to Ei Sei's army and Yo Tan Wa's mountain warriors.
