Shiori Shinagawa (品川 栞, Shinagawa Shiori), is a former Oni who transforms into Kamen Rider Shuki (仮面ライダー朱鬼, Kamen Raidā Shuki, lit. "Masked Rider Scarlet Demon").
History[]
Past[]
When she was young, her entire family was murdered by the Makamou Notsugo. She used this as a reason to become an Oni. Unlike other Oni though, she used personal grudges and not the desire to uphold justice and protect the weak as a reason to fight the Makamou, and because of this, Shuki's forehead emblem had grown over her face.

After the death of her predecessor Zanki, Shuki replaced him and continued to train Zaomaru to become an Oni. She is the one who teaches Zanki. In a battle, Shuki and his disciple faced Notsugo, to defeat Notsugo, she sacrificed Zanki and shot him and the Makamou with the Shikigami. But Notsugo did not die and fled. Then, Zanki was seriously injured. Due to this behavior, Takeshi decided to banish Shuki from the ranks of the organization's members and force her to no longer transform into Oni. Later she became a teacher of flower arranging.
Present[]
Years later she would return to the battlefield, using an Oni Armor to fight Oni in order to steal a transformation device to resume her Oni form and battle the Notsugo once more. Though the armor was destroyed, Shuki managed to get Todoroki's Henshin Kigen and become Kamen Rider Shuki again. The Man and Woman attempted to recruit Shuki, but she refused their offer, overpowering Super Douji & Super Hime before retreating in a blaze.

10 years later, when Notsugo reappeared, she continued to track the Makamou. But without the strength when she was a Oni, she infiltrated the Kibu shrine and decided to steal Yoshino's Armor of the Ogre as a part of her vengeance against Notsugo and with the objective to steal an Oni's Henshin Kigen, to become Shuki again.
Shuki's final moments
Later on, she took in Akira Amami as her apprentice due to seeing similarities in her wanting to be an Oni. Shuki's hate of the Makamou would be her downfall, as she was caught in the mouth of Notsugo, she killed herself as a means to get her revenge on it finally, with Zanki finishing the monster off. Dying, Shuki asked Zanki to honor her by covering her in flowers so no one can see her true face.

Shuki, despite having the appearance of a woman in her thirties, is much older.

Her parents were killed by Notsugo, causing her to hold a deep hatred for this Makamou. Even when she becomes an Oni as well as a member of Takeshi, she was unable to ignore this grudge. Because of that hatred, she would go as far as sacrificing another Oni in order to defeat the Makamou.
Since she saw Akira in the same situation as herself, Shuki wanted to persuade her to follow her, teaching the young girl that hatred will make herself stronger.
Despite being an Oni following the wrong path, Shuki still helps others when they are in trouble, stopping a thief from snatching a bag on the street and refusing an invitation by The Man and Woman behind her to join the Makamou, always held the concept of having to fight them as she was an Oni.
Powers and stabilizes[]
- Magic Manipulation: Shuki is a master of spells. She knows and can use many spells with skill. Shuki can create Ostrich Honou no tori (炎 の 鳥) to spy on or attack enemies instead of the Animal Disc. She can also create a flame that envelops one's body to disappear. While in Oni form, Shuki can use magic to create weapons of her own. Furthermore, Shuki has the ability to maintain her youthful appearance despite her great age.
- Sensory Power: Shuki could sense Makamou's presence at a close distance through their evil aura.
- Electrokinesis: Shiori as Shuki is capable of manipulating electricity. When transforming into her Oni form, Shuki summons a red lightning bolt from the sky.
- Pyrokinesis Through magic, Shuki can manipulate fire utilizing this power more instead of her thunder manipulation.
- Super Resistance: Shuki is able to endure injuries that would kill an ordinary human. She is able to continuously fight Makamou for a long time.

In this form, Shuki is a red demon with white hands. Unlike other Oni, Shuki does not have a small demon face on her forehead, a big demon face is her face in this form.

A powerful armor that allows humans to fight Makamou even if they are not an Oni. Shuki stole the armor from the temple in Yoshino. It was a red samurai armor with a white hood and a yellow mask. The armor is destroyed if the mask breaks.

Portrayal[]
Shuki is portrayed by Reiko Kataoka (片岡 礼子, Kataoka Reiko). As Kamen Rider Shuki, her suit actor is Naoki Nagase (永瀬 尚希, Nagase Naoki), who also suit acted Kamen Rider Eiki in the same series. As Armor of the Ogre, her suit actor is unknown.

- Shuki is the first female Rider to appear in a TV series.
- Shuki is the second Female Rider in Kamen Rider Hibiki that is master of a main Riders, the first is Fubuki.
- The Armor of the Ogre bears a striking resemblance to Henshin Ninja Arashi, one of Shotaro Ishinomori's characters from the TV show of the same name.
