Synopsis for "Chapter Three: Meet the Captain!"

Freddy has been captured by the Conclave of Shazam, composed of the gods and legendary figures that give their powers to Billy and his family. Although Freddy is concerned that the conclave will hurt Billy, Zeus replies they actually don't mean to harm Billy, for he is instrumental in their plans. According to Hercules, the gods think that they have become to lenient with Billy, so they want to exert more control over his actions. To prevent Freddy from revealing their plans, Mercury forces him to drink water from the river Lethe, which strips Freddy of his memory and turns him into a mindless servant of the gods.

To keep his podcast up and running, Billy has switched his subject matter to Metamorpho, but his subscribers aren't please and a huge portion of them are dropping out, much to Billy's disappointment. Freddy, still under the gods' control, thinks the Captain should perform good deeds to fix his reputation but Billy replies that he can't say the magic word until he can figure out what's wrong with himself. Even so, refraining from using his powers has been difficult for Billy. Without Shazam, Billy feels like he has lost a crucial part of himself, even when other superheroes, like Mary, can address emergencies in Shazam's absence.

The gods, however, aren't pleased by Billy's refusal to transform, especially Atlas, who feels like he is being cheated out of his chance to manipulate the Captain. Zeus damages a bus with his lightning bolt which, sure enough, forces Billy to transform into Shazam so he can save the passengers. Shazam tries to make sure the passengers are safe, only to find that the passengers are sentient gorillas who were visiting Philadelpha after a diplomatic conversation at the United Nations. The gorillas are concerned that their will miss their flight back to Gorilla City and Billy offers to take them home, despite his own fears that he will lose control again.

Back at the Vasquez house, the saurian lawyer is waiting for Billy to return home because he needs to fill out his paperwork. The lawyer tells Darla and Tawny that this task is very important because Billy risks getting into trouble with the lawyer's bosses, whom the lawyer refers to as the "Auditors".

Atlas possesses the mind of Ted, an inhabitant of Gorilla City, and uses him to warn Shazam of the mysterious ruler of the Moon. Gorilla City had been trading technology with the Moon Emperor for years, until they discovered that he was using that technology to construct a weapon that could destroy the Earth, which is why they need the Captain to retrieve the technology before the worst happens. Shazam agrees to go to the Moon, despite his own suspicions of the gorilllas lying to him.

Atlas increases Shazam's stamina and is pleased that Shazam felt for such an obvious ploy, but Solomon believes that Atlas is taking a huge risk in attempting to manipulate Shazam. He even requests permission to amplify Shazam's wisdom, but Atlas rejects him because Solomon's own attempt to manipulate Shazam has already failed, even commenting that Solomon isn't even an actual god, a statement that draws laughter from the other members of the conclave.

Shazam arrives at the moon, only to be attacked by an army of robots commanded by Emperor Garguax, who has already accepted Shazam's challenge for war.
