Chief Branner is a high ranking agent in the FBI based in Mammoth City. He is the direct boss of Plastic Man, and was initially not aware he was one of the city's most wanted crooks, Eel O'Brian. He is also the boss of Woozy Winks and Agent Morgan.
In the 1979 Filmation animated series Plastic Man, the Chief was an otherwise unnamed woman.
Chief Branner was created by Jack Cole, first appearing in Plastic Man #1 (1944).
