Arledrian is a Shadow Thief merchant in the Athkatla Slums during the Baldur's Gate II: Shadows of Amn campaign. He resides on the second floor of Gaelan Bayle's Home.
Be careful he can easily die if you trigger the lightning trapped chest nearby.
You will not be able to trade with him if you side with Bodhi in Chapter Three.

His store is named "Shadow Thief Fence", but he doesn't actually fence stolen goods, an oddity that can be "corrected" with installation of the Rogue Rebalancing Mod.

Installation of the Rogue Rebalancing Mod adds new and Rogue Rebalancing only items to Arledrian's store stock, provides new dialogue, and gives him a unique dagger known as "Silverblaze +3" that has special powers to harm vampires. This dagger can only be obtained by killing him or pickpocketing it with a huge difficulty penalty. The Mod also changes the store to a "Fence" so it can buy stolen goods, changing that probable oversight oddity.
Installation of the Alternatives Mod, which gives you an option to neither side with Bodhi or the Shadow Thieves - this will mean that as soon as you accept one of the alternatives, the Shadow Thieves will be hostile to you. This includes Gaelan Bayle and Arledrian. Therefore, the shop is not accessible anymore. The Alternatives Mod works fine with the Rogue Rebalancing Mod as well.
