The Elites are blind, Arbiter, but I will make them see.
~ Sesa 'Refumee to the Arbiter.

Sesa 'Refumee, also known as the "Heretic Leader", is a supporting antagonist in Halo 2. He is the leader of a heretical Covenant faction who, after an encounter with 343 Guilty Spark, learned the true purpose behind the Halo Array and instigated an uprising against the Covenant after seizing control of a gas mine on Threshold, as well as establishing a base on Basis. Alongside his heretic faction, Sesa also secured the support of Forerunner Sentinels under the command of 343 Guilty Spark.

In the main campaign, he was voiced by the late Miguel Ferrer, who also voiced Shan Yu in Mulan, Big Boss in Rio 2, Deathstroke in Teen Titans: The Judas Contract, Tarakudo in Jackie Chan Adventures and Vandal Savage in Young Justice. In the Halo 2 Anniversary terminals, he was voiced by John DiMaggio, who also voiced Bender in Futurama, Dr. Drakken and Motor Ed in Kim Possible and Joker in Batman: Under the Red Hood.

Biography[]

Prior to his defection from the Covenant, Sesa 'Refumee was originally a highly ranked Elite commander who led the Ministry of Tranquility, a Covenant subdivision tasked with retrieving and analyzing Forerunner artifacts. After the destruction of Installation 04 by the Master Chief, 'Refumee and his expeditionary team were left stranded on a mining facility situated within Threshold, a gas giant that acted as a gravity anchor for the Halo ring before it was destroyed.

In the aftermath of the Battle of Installation 04, 'Refumee and his unit carried on with their original mission when they were visited by 343 Guilty Spark. Although elated at first by the presence of the "Oracle", 'Refumee's demeanor and worldview changed completely after a lengthy discussion with Guilty Spark, in which the Monitor revealed in full detail the true nature of the Forerunners and the infrastructure they left behind, including the Halo Array. Realizing that the very foundation of the Covenant, the "Great Journey", was based on falsehoods created by the Prophets, 'Refumee and his team cut off all communications with the rest of their fleet and began making preparations for a full-scale rebellion against the Covenant Hierarchs.

With the establishment of his new heretical sect, 'Refumee sent out holographic messages to the rest of the Covenant, in which he denounced the Prophets and their promise of the Great Journey, while also pleading with others to renounce their faith and join him in his rebellion against the Hierarchs. Surely enough, his actions caught the attention of the High Prophets, and especially caught the ire of the Prophet of Truth, who swiftly branded him as a heretic and sent out the newly appointed Arbiter, Thel 'Vadam, to dispatch him and his faction in an effort to quell the uprising.

At Threshold, amidst a violent cosmic storm, the Covenant launched a surprise raid at the Heretics' gas mining facility, triggering a bloody skirmish between 'Refumee's faction and the Arbiter, who was supported by a Covenant Special Operations strike team. As the Arbiter and the Covenant ventured deeper into 'Refumee's defenses, the Heretic Leader decided to release the Flood from containment in an effort to slow their advances as he sought to make his escape, condemning both Covenant and Heretic forces to the infestation. With the storm growing increasingly more powerful and threatening to overwhelm the facility, 'Refumee found refuge in a chamber that could withstand the approaching calamity. Undeterred, the Arbiter responded by cutting the cable which kept the station from falling into the vortex and forcing 'Refumee out of hiding.

On the run again, 'Refumee made his way to the hanger housing a Seraph fighter, which he intended to use to make his escape. However, he was stopped by the Arbiter, who demanded an explanation for 'Refumee's heretical worldview. The heretic responded by letting 343 Guilty Spark reveal himself to the Arbiter, much to the latter's surprise. After a brief exchange with the Monitor, 'Refumee ambushed the Arbiter and, in the ensuing duel, utilized his jetpack and holo-drones in his effort to kill him. Despite these advantages, he was eventually killed in battle. With 'Refumee's death, the demise of most of his followers and Guilty Spark's capture, the heresy was successfully quelled.

Quotes[]

Our Prophets are false! Open your eyes, my brothers! They would use the faith of our forefathers to bring ruin to us all! The Great Journey is a-
~ A recording of 'Refumee's speech before being cut off by the Prophet of Truth.
'Refumme: [communicating through a hologram] I wondered who the Prophets would send to silence me. An Arbiter... I'm flattered.
Rtas 'Vadum: He's using a holodrone. He must be close. Come out, so we may kill you.
'Refumee: [laughs] Get in line.
~ 'Refumee before unleashing the Flood on the Arbiter and allies.
How did the Prophets buy your loyalty, Arbiter? With a new command? A new fleet? Or was it the promise... their "Great Journey"?
~ 'Refumee taunting the Arbiter at the beginning of their duel.
Look around you, Arbiter. This facility and dozens like it resulted in the study of the Parasite. But where are the weapons, Arbiter? What was the result? All that time and effort, and the best the Forerunners could do was put these foul creatures on ice!
~ 'Refumee to the Arbiter regarding the Forerunners and the Flood.
And now where are these "Gods" the Prophets would have us worship? Transcended? [laughs]... Hardly! Come, Arbiter. Let me show you where they went.
~ 'Refumee's final words to the Arbiter before his death.
