The Cannibals are the secondary antagonists of the 2013 survival horror game The Last of Us. These are the survivors who resided in Colorado and used to capture and murder any travelers who they encounter, eating them just to survive due to the shortage of food in the post-world infected.

Events of The Last of Us[]
The cannibals are led by David, who is served by his right-hand James. There are women and children in this group. The group is founded in Silver Lake and is unwilling to trust David's leadership, believing he was incompetent in keeping them safe. Judging by a note found by Joel, they started cannibalism for at least a year.
By the fall of 2033, At the University of Eastern Colorado, the cannibals attacked Joel and Ellie. One of them wrestled Joel, causing the pair to fall off the floor with Joel being impaled and the latter dying from the fatal fall. Ellie carried the seriously injured Joel while fighting the group.
A few months later, during winter, David and James met Ellie in the forest, yet didn't realize who she was. They accept to trade a bottle of penicillin and a syringe in exchange for a deer which has killed. James left to get the medicine, leaving David with Ellie. While waiting, David tried to get Ellie to open up to him, explaining she was doing this for the sake of a single person, not a group as she had previously implied. After fighting a large number of infected, David found out that Ellie was the girl from university. James appeared and pointed his gun at her, but he let Ellie go while a argues with David.
A small group of the cannibals was sent to capture Ellie, finding her at the cabin where she treated Joel, though they attempted to kill her once they found out who she was. One even shot and killed Callus, Ellie's and Joel's horse. Ellie was finally caught by David and taken to their town.
Trying to persuade her to join the group, David became crazy and angry when Ellie continued to reject his advances and attempted to escape, wounding him out of grudge and disgust for his people's cannibalistic ways.
When Joel recovered, he found a small group left at the cabins and killed everyone but captured two. He then tortured one of them to discover Ellie's location then beat both of them to death. Joel tracked Ellie to the cannibal's town, where he finds strung-up corpses in a meat locker.
Ellie ended up escaping after taking the life of James and tricking David into believing she had infected him with a bite. David told a woman to take the children to safety while David and his men sought Ellie. As she fended off the group through a snowstorm, she heard the complain about David's leadership. Reaching a restaurant, she was cornered by David succeeding to hide from him. The pair engaged in a lethal game of cat and mouse, with Ellie stabbing him, only for David to knock them both out. Coming to, David pinned her down. He almost killed her, yet ultimately died when Ellie hacked him to death with his own machete. Ellie then fled the town with Joel, leaving the remaining cannibals leaderless.
Events of Left Behind[]
The group tracked the injured Joel and Ellie to the Colorado Mountain Plaza, succumbing many casualties from Ellie, who was gathering medical supplies for Joel, as well as the infected residing in the mall.
One of them shortly wielded a bow until he was killed by an Infected. These cannibals also faced off against Infected and Ellie at the same time, though they eventually either fell back or were killed in the fight.
Events of The Last of Us Part II[]
While traveling to Seattle, Dina suggests to Ellie that the cannibal group ran by David may have been the ones to come after and kill Joel. Ellie dismissed the suggestions though, seeing no point in guessing given Joel crossed many people during the apocalypse.
