A WP:BLP that on the face of it (one stated reference?...and the article has been tagged since 2013?) fails WP:GNG, WP:BIO, and especially WP:ENT. Appearances in TV commercials dating from over 10 years ago and asserted appearances in various TV shows (as an uncredited non-speaking character? as an actor with a bit part? as the lead? - readers do not know) do not make an actress notable enough for a Wikipedia article. It is possible that Miss Scowley might be notable enough for a Wikipedia article because of her appearances this season as "Carol-Joan" on Fresh Off the Boat but I am uncertain as to this character's credit-status on the show (guest-star/co-star/"with so&so") and I think the notability issue is something that should be hashed out in an AFD discussion.
