I was aware there were similar institutions in other countries - but did not take that into account when setting up this group - so this is a chance to let us know about what other countries have which is similar to the UK's Open University...

In the Netherlands there's the Open Universiteit: http://www.ou.nl/ - I used to go to their local study centre for (British) OU tutorials and exams, but I don't know much more about it. On the website they claim to be "De beste universiteit van Nederland", based on student satisfaction, FWIW.
