Tracy Flickenger, from Bullicus Smarticus on, is the main antagonist Angelo Rules. She is Mr. Foot's niece, who believes that Angelo is always up to something when he does something weird. Angelo always works through the problems she causes for him, and most of the time, she ends up getting into trouble. She is a nerd.

(voiced by Jessica DiCicco) – Angelo's primary adversary from season 2. Since she is Mr. Foot's niece, she is in charge of discipline in the school. She loves challenges, is narcissistic and very mischievous. She sometimes likes to mock Angelo and can detect his slightest plans quite easily. As she was made responsible for her class and the school, she does not shy away from issuing warnings to anyone who does anything simple. In the episode "Dark Angelo", she helps from Angelo and they almost kiss on top of a building before she wakes up and realizes it was all a dream. Tracy enjoys classical music and is good at dancing but doesn't like Slobber and calls them "too loud".

Tracy is a smart girl who uses her mind power for busting Angelo's plans and have her way all the time. She lacks friends, because she is considered a bully. However, there are some characters she has a positive affiliation with,like her uncle Mr. Foot. She also displays signs throughout the series depicting she has a 'crush' on Angelo, and her evilness is her way of expressing it.
