Konstantin Konali is the main antagonist of the 1994 film, Police Academy: Mission to Moscow. He is the leader of the Russia mafia and creator of a videogame known as "The Game".

Biography[]
Six years ago, according to Commandant Eric Lassard, Konali helped to establish a branch of the Russian mafia in the United States. When it was discovered, Konali was forced to flee to Moscow, Russia, in order to escape prosecution for his activities. As known by Lassard, Konali is still running his activities in Moscow.
In 1994, Konali is still laundering money under the guise of a software development firm which has created a new videogame called "The Game". Konali's videogame is highly addictive and popular among others worldwide. The Russian commissar finally has had enough of Konali which is why he and Commandant Alexandrei Nikolaivich Rakov send for help from America. Rakov decides to bring in someone he met at a convention: Lassard. Lassard recruits a team for the mission: Sergeant Larvell Jones, Sergeant Eugene Tackleberry, Captain Debbie Callahan, Captain Thaddeus Harris, and another unnamed cadet who is at the top of his class. Cadet Kyle Connors, an incompetent student at the academy with a fear of heights, hacks into Lassard's file to make him the cadet qualified for the mission. Despite Cadet Connors being incompetent, Lassard still wanted Connors to remain in the academy viewing potential in him while Connors' instructors wanted him to be dismissed.
Konali becomes enraged when the Americans arrive and when they start interfering with his protection racket. Because of this, Konali puts out a contract on Jones in order to teach them a lesson only for Jones to survive due to dumb luck. In the meantime, Konali has concocted a new plan: to create an even more addictive version of the game, which can bring down any computer security system in the world, including the systems that protect the databases which belong to world powers. If this plan were to succeed, Konali would easily manipulate the stock market to his advantage.
In order to catch Konali, Lassard's team decided to place Debbie as an airhead American nightclub singer to be Konali's mistress and Connors as an American teenager that Konali recruits into his gang. Deciding to humiliate Lassard's team, Konali has an operative send an anonymous tip to Jones about Konali planning to buy an unmarked shipment of weapons. At the ballet show where Konali is attending with Debbie, Konali hands an envelope containing cash to an unknown male and the academy team proceeds to arrest him with Debbie blowing her cover in the process to arrest him. However, the unknown male was a charity worker and Konali was just donating to him. Because the cover is blown, Lt. Yuri Talinsky sends the team back to the States. However, Konali wasn't yet finished: he sends a team to kidnap Debbie in order to force her to marry him. Debbie rejects Konali's advances towards him, which enrages Konali while the rest of the team arrive to break into Konali's country home. Debbie manages to save herself from being captive and the team heads to Konali's firm to arrest him after Konali boasts his plan to Debbie.
When Captain Harris arrests Konali, Lt. Talinsky demands that Konali be released since they have no proof he has done anything illegal. Debbie then explains that Konali used a videogame to break into the Russian government's database with a five letter password. Cadet Connors, despite being incompetent, is revealed to be somewhat competent as he was able to deduce that the five letter word was "Greed" upon examining the letters engraved on Konali's ring. When Cadet Connors' deduction is correct, Lt. Talinsky realizes that he can now have Konali tried for trying to hack the Russian government. Before Talinsky could boast to Konali, Konali manages to escape; leaving Harris to be tied up and gagged.
Konali escapes back to his restaurant and heads to his safe to empty it out in order to flee Russia. Ultimately, Commandant Lassard arrives to his office believing it to be the bathroom and is revealed to have forgotten who Konali was. Konali, believing that Lassard was here to make an arrest, immediately attacks him with a sword. Lassard takes a sword and begins to fight Konali while trying to figure out who he is. All of a sudden, when Konali finally reveals his identity to Lassard during the fight, Lassard finally remembers Konali and is able to defeat him in the fight, without killing him. Lassard then turns Konali over to the Russian government.
