Countess Cleo is one of the four main antagonists (alongside Professor Maelstrom, Coach Brunt, and Dr. Sarah Bellum) the 2019 Carmen Sandiego series. She is the teacher of culture at V.I.L.E. and was one of Carmen Sandiego's parental figures that took her in as a baby.
She was voiced by Toks Olagundoye.
Biography[]
Past[]
Little to nothing is known regarding Cleo's past except that she was from Egypt and previously led the lifestyle of a failed runway model until she turned to a life of crime, eventually joining the Villains International League of Evil, a shadowy crime empire whose leadership she eventually became part of, working her way up to the top job as a member of the council of five that formed V.I.L.E. Faculty. As a faculty member, Cleo was not only one of her organization's five criminal masterminds, but also a teacher at their hidden school, based in the Canary Islands, where she taught Criminal Etiquette. In addition, her position allowed for Cleo to become aware of the origins of V.I.L.E., which traced its origins back to the Middle Ages, where five warlords formed the first incarnation of their syndicate, building up such a vast fortune that they hid it in an undisclosed location to be found by their organization's future generations, such as Cleo. The legitimacy of this tale, however, was implied to have been considered the slightly dubious by some on the faculty, Cleo included. Among her fellow leaders included Dexter Wolfe, a professional thief that rarely appeared with them at the academy, instead preferring to lead a criminal lifestyle where he often went AWOL, which Cleo and her fellows, though they found this mildly bothersome, allowed as a result of the constant profit made from Wolfe's thefts.
Some years ago, Cleo, along with her three fellow Faculty members, namely Gunnar Maelstrom, Saira Bellum and Coach Brunt, dispatched their former student, the young Shadowsan, to spy on and assassinate (if necessary) Dexter Wolfe, their fifth fellow faculty member, after discovering him to have been going off the grid longer than normal and moving V.I.L.E. assets into personal Swiss bank accounts, which led the faculty to believe that their colleague was intending to desert the Villains International League of Evil, an act that, should it prove true, Countess Cleo and the others ordered Shadowsan to respond to with deadly force. However, Shadowsan failed in his mission, due to the Interpol interference and a young agent shooting Wolfe dead by accident, which forced Shadowsan to, in accordance with V.I.L.E. protocol, set the villa where Wolfe had been residing alight, and instead brought back Wolfe's baby daughter (who would later grow up to be Black Sheep and Carmen Sandiego) back to the Isle.
Cleo was very reluctant towards letting a baby live there, and was quite disgusted at the idea of raising her, mainly due to how she values refinement and the fact that babies are rather messy. She made this clear from the beginning, visibly showing her revulsion when Shadowsan first presented the infant to the faculty and inquiring why the operative had seen fit to bring the baby girl, who the countess considered a "thing", back to the academy, which Brunt responded to by inquiring what Shadowsan was supposed to do otherwise. When Bellum retorted that the child's youth prevented her from compromising future V.I.L.E. operations, Cleo reacted with visible horror at the idea of bringing the girl up, continuing to call her "it" as she inquired what and how they would feed and clean her. However, she agreed after the child showed potential in thievery similar to that of her father, although the faculty and Shadowsan agreed to keep the truth of her parentage from Wolfe's daughter. She and her associates then awarded Wolfe's vacant seat to Shadowsan in return for his deed. In spite of her descent to crime, Shadowsan noted that Countess Cleo always showed an interest in Fashion Festival in Malin, presumably inspired by her failed runway model days.
Season 1[]
Duke of Vermeer Caper[]
During the hard-drive incident, Cleo voiced that Black Sheep must be punished. Since Carmen left the island, Cleo has been collecting thirty-three of the thirty-four paintings of Vermeer; the only one she hadn't stolen was the 'Woman in Blue Reading a Letter'.
Carmen stole the painting herself in order to steal the remaining paintings back. Cleo extended an invitation to her dinner party to Zack, who was thought to be the Duke, an accomplice of the mysterious Duchess, the thief who stole the last painting, who, in reality, was Carmen.
Upon arriving at Cleo's Chateau, Zack was greeted by the Countess who escorted him to the banquet hall. Cleo welcomed the various criminal overlords who would bid on the stolen paintings.
Before dessert could be served, agent Devineaux barged in and stated that there was a female thief in the building. This worried Cleo, before the clumsy agent revealed that he was talking about Carmen Sandiego.
Now knowing that Carmen had been there, Cleo cancelled dessert and went to check the painting, only to find that they were all gone.
After Carmen stole back the paintings, Cleo told the Cleaners to "scrub" the manor.
When the V.I.L.E Faculty were discussing the connection between Carmen Sandiego and Inspector Devineaux, Cleo pointed out that Devineaux invaded her Swiss chateau during her pre-art auction dinner party, giving Carmen the time she needed to steal back the stolen paintings. The Countess then voiced regret over suspecting "The Charming Duke" of being Carmen's inside man.
Cleo was surprised that Shadowsan agreed to go deal with Devineaux himself and was later seen outside to see him and Coach Brunt off.
Season 2[]
Fashionista Caper[]
Cleo, Bellum, and Cookie Booker had planned a caper at Milan's Fashionista to steal the four gowns. When Zack and Ivy got on the runway, Cleo found out that the duke was Carmen's inside man after all.
While Carmen disabled all of the mind-control fashionista hats they built, Cleo gives an irritated look to Cookie, who says, "That's the way the cookie crumbles...?"
Vile was down another operative that could have been faculty, and Cleo is the most disappointed.
Need for Speed Caper[]
Cleo remarks that the mechanic and her wrench were, "Disgusting."
Season 3[]
Due to their V.I.L.E. Island being destroyed, Cleo (alongside Professor Maelstrom, Coach Brunt and Saira Bellum) were relocated and went to live in a castle in Scotland.
Season 4[]
The Egyptian Decryption Caper[]
Cleo leads Tigress to Egypt to steal a mountain's worth of gold and treasure and kidnaps Ms. Argent to tell her how to get in the pyramid. When her plan was foiled by Carmen, she screamed that Carmen must pay.

- Cleo seems to be inspired by Cleopatra, who was famous for her unique fashion sense which influenced society even today and possibly a reference to the Contessa, a recurring villain from Where in the World Is Carmen Sandiego? game show.
- In "The Fashionista Caper", Carmen states that Cleo was a failed runway model before turning to a career of crime.
- In "The Egyptian Decryption Caper", Cleo reveals that she is originally from Egypt to Tigress.
