Joseph "Joe" Coyne, aka The Penny Plunderer is a minor antagonist in the DC Universe, serving as a one-time enemy of Batman. After growing up under poor economic conditions and getting fired from his job as a newspaper boy, he turned to committing penny-themed crimes.

- Attempted to steal from a cash register, which only had pennies.
- Robs a bank using a tear gas bomb disguised as a penny roll.
- Robs a museum by throwing coins at the patrons.
- Kills a henchman for betraying him to Batman.
- Ties up Batman and Robin and sticks them in a room filled with carbon monoxide gas.
- Robs a millionaire's house boat party.
Why He Doesn't Stand Out?[]
- He is incredibly bog-standard, as his only crimes amount to theft, a single murder and attempting to kill the heroes.
- He also massively fails the heinous standards of the DC Universe, since numerous other villains end up doing far worse with around the same resources.
- He is rather incompetent, especially compared to most other Batman villains, as his defeat showcased him trying to call for henchmen on a payphone, only to fail because it required a nickel rather than five pennies.
- He is arguably a scapegoat, as he was executed for rather minor crimes, while far worse villains get to continue living.
Trivia[]
- Due to Penny Plunderer's obscure motives and negligible reception, the giant penny he used would eventually be retconned to having Two-Face rob the Gotham Mint in one of his confrontations against Batman instead in the comics and animated series.
