The New York Terrorist Cell (so named for wikis) are the main antagonist of the Criminal Minds Season 3 finale “Lo-Fi” and Season 4 premiere “Mayhem”. The cell is an alliance of political terrorists out to create panic from numerous murders, building up to deadly political attacks.

They're Villainous Deeds[]

As a terrorist group, they have presumably committed several atrocities that weren't shown in episode.
Seeing as Ben Abner killed himself after failing to bomb the hospital, it's possible he was going to be killed by the cell for failing his mission.
Ordered several shooters to kill innocent people in public places to test police response time and eventually commit a deadly bombing
Shot and almost killed Detective Cooper
Planted a bomb under Aaron Hotchner and Kate Joyner's car, killing Kate when she died of her injuries and giving Hotch hearing issues.
It's eventually revealed that the Terrorist group are testing to see who is willing to risk their lives for the cell, all so they can eventually bomb the locations they shot up and kill hundreds of police officers and civilians.
Ambushed Colm Lagan and three Secret Service agents at an elevator, killing them.
Sets up a bomb in an ambulance to blow a hospital up and kill a government offical, fortunately, Derek Morgan drives it to an uninhabited park in time.

Why Don't they Stand Out?[]

They have no leader, which makes them an organization with no unique crimes to stand out from each other, meaning they fail the heinous standard despite their crimes.
