Officer William “Bill” Collins, later known as the Perpetrator, is the secondary antagonist of controversial analog horror, slasher and crime web series The Painter created by UrbanSPOOK.
A former police officer, Bill became the right hand of Mona Lanius after she targeted him and his family, resulting in him becoming an animalistic and sadistic beast who, along with Mona, formed a duo of sadistic serial killers who terrorized America in the 2000s. While Mona was the brains, Bill was the sadistic muscle who followed her word and physically attacked the victims and butchered them while Mona drew their bodies.

In General[]
- After being targeted by Mona Lanius and his family was killed, he began to help her with her brutal and sadistic murders as well as her twisted paintings.
- It's even possible that Bill could have been the one who killed his family instead of Mona.
- He has killed at least 36 people and possibly even more.

- Killed Carla Grey by stabbing her 37 times and taking teeth postmortem.
- Killed Jackie Gramm by stabbing her 27 times and drowning her.

- It's implied that after being mutilated by Mona Lanius, he killed his family by hanging his 2-month-year-old infant and killing his older daughter and wife, but his family might have been killed by Lanius and he was turned into a slave.

- Castrated the 11-year-old Cory Beck, cut him in half, and sewed the half to his sister as a sex doll.

- Attempted to lunge at Nathan Cole and kill him. Fortunately, Nathan gave him a well-deserved death by shooting him in the head.
Why Doesn't He Stand Out?[]
- While he easily Olympic pole vaults over the baseline, he fails the heinous standard to Mona Lanius, as many of his actions were done under her orders or alongside her, with there being no evidence he has any unique actions to stand out, other than a bog-standard attempt on Nathan Cole's life.
- He has moral agency issues since he's extremely insane to the point of being animalistic. It's shown that this is not an act, as he instinctively tries to attack Nathan Cole despite him being clearly armed with a gun, unlike Mona who knew it was best to surrender.
Trivia[]
- Both of the painters were considered Villainous Benchmarks for the story being pure shock value, but they were removed off this wiki and the villains wiki as shock value was not allowed, but they were introduced back on the villain's wiki for gaining a plot and a heroic character.
- The origin of Bill's alliance with Mona is currently unknown, but his mutilated body and the three photographs found in the Painters' lair in HELL imply that Mona kidnapped Bill and tortured him into the feral beast he is. Were this revealed to be true, it would make Bill tragic, but if it were revealed that he willingly joined Mona, it would make him worse, especially if he partook in his family's murder.
