Light, not power. The writers are too vague for any canon answer to be achieved.
He has a small amount and if anything he would lose trace amounts by trying to drink his own. Think of it like that Hulk movie where the Abomination is created: he doesn't try drinking his own blood for more power he needs more from the source and to maintain what he already has.

Have an angel resurrect them to use them as leverage against the Winchesters is my suggestion. I would also get a beta reader, they help writers grow quicker.
Homelanders a mentally ill lab rat who thinks he's a god, hates humans (despite actually being one), thinks he's a great hero, has mommy issues, thinks that he deserves to be worshiped, and wants to rule the world openly. Lucifer is a rejected son who hates humanity and generally is as great as he thinks. Luci is still evil but he has a better perception of himself than a mutated human.
The question was who would win in a fight with no additional criteria listed; I chose based on the simple question. In all likelihood they wouldn't fight unless Oliver saw them kill a monster or possessed human.
