The device is a thing created by Tollan. And exactly what the device is designed for is unknown. When the device is activated, the blue and it is triangular shaped and the center of the plate is the Tollan writing inscribed.

When Narim came to Earth to invite Colonel Jack O'Neill to Triad on their new homeworld Tollana. Narim gave the device to Jack. How was it to Area 51 to study the device. (SG1: "Pretense")
