Penny is a character in Pokémon Scarlet and Violet. She is a shy classmate of the protagonist who has an Eevee bag with her at all times.
History[]
Pokémon Scarlet and Violet[]
Penny first appears in Scarlet and Violet as the player first approaches the academy, where they see her being harassed by two Team Star members. She later appears in the Starfall Street route, where she appears after each squad boss is defeated, telling the player that she is the unit supply representative for Cassiopeia (an anonymous figure who contacted the player to help fight Team Star).

In reality, Penny and Cassiopeia are one in the same, and she is actually the leader of Team Star. Since she never appeared at meetings in person, neither the Team Star grunts nor the squad bosses knew what she looked like. She enlisted the player to help her disband Team Star, who had initially been formed as a way to fight back against the bullies at the academy.
During the original confrontation, Penny admitted that she was the mastermind behind Team Star to the then administration of the academy. This resulted in a wide resignation of the head staff at the academy and Penny studying back in Galar for a year and a half. Before she left, she had one last Rotom Phone call with the team leaders, announcing that they would disband. She thanked the squad bosses for their kindness and company.
After her defeat, Penny thanks Clive and the player for helping for her on this operation. She explains that due to Team Star's strict code, no one member could tell what the other parts what to do but, they could be disbanded once all the Star Badges were collected. When asked by Clive what the squad bosses mean to her, Penny wholeheartedly replies that they are her "greatest treasure". Clive then, reveals to her that he was in fact Director Clavell to Penny's surprise. Clavell then calls all the squad bosses to the courtyard and they have an emotional reunion with Penny.
Clavell apologizes for his prejudice to the team but, tells then that they will have to face punishment for their flagrant rule-breaking during their truancy. Team Star is allowed to continue to exist but, the team has to manage Star Training Centers. The squad leaders celebrate this relatively minor punishment and the ability to share more time with their friends at these Star Training Centers.
In the following days of the incident, Penny meets the player outside academy at the stairs the player. She explains how she won't be badly punished for hacking the Pokémon League's LP System and is actually working with them as a volunteer engineer. She thanks the player for all they've done and save the Team from being expelled. As a final reward, she gives the player TM169, Draco Meteor, and tells them that she wants to repay the player any way she can. She bids a final farewell with Team Star's signature sign off and runs up the stars
The Way Home[]
After the player completes the three main stories, they can go to the Zero Gate where they will meet Penny, Nemona and Arven and descend into Area Zero with them on Koraidon/Miraidon. Going deeper into Area Zero, she helps the player in a couple fights, using the same team as the final battle in Starfall Street. She helps access the computers in the various terminals. When the door to the Zero Lab opens, she helps the player fight off the escaping Paradox Pokémon. In the final confrontation with AI Sada/Turo, she calls out to the player alongside Nemona and Arven.

After the end of the game, Penny can be encountered in the Academy Ace Tournament with a stronger team.

- Her names in various languages make references to Peony from the Crown Tundra expansion from Pokémon Sword and Shield. In addition, during her phone conversation with her father in the Mochi Madness epilogue she mentions her father's catchphrase "Adven-tour", implying Peony is her father. If true, this would make Peonia her sister and Rose her uncle.
