S'kaa was a Saurian who served as the Federation Councillor from Sauria in 2270.

History[]

As of 2270, S'kaa was a member of the Federation Intelligence Council Subcommittee.

Between May and July of that year he played lunar golf with fellow Councillors Grace Murabi of Izar IV and Chuu'iik Hru'uith the Betelgeusian Chairman of the Federation Science Council and Rear Admiral Antonio Delgado. Delgado noted he and Councillor Murabi kept their own counsel but were both considered hawkish members of the Intelligence Council. (DTI novel: Forgotten History)
