Raoul, known as Raul (ラウル Rauru) in Japan, is an Official NetBattler and the operator of ThunderMan.EXE. He is a Native Netopian, a race that has lived in Netopia since ancient times[3].
Raoul is the leader of the Underground in Netopia. He fights to protect his family and any innocent children from harm[4]. By making a mark as an Official NetBattler, he hopes to erase the discrimination and prejudice off the streets of the country [5]. Raoul is also considered a warrior of a tribe he's in, later given the honor of becoming their leader after their old one retired.
Personality[]
Raoul is proud of his heritage and NetBattles for its honor and pride. He makes acknowledgement in fair battles and strong enemies that defeat him.
In the anime, he is somewhat serious but can act goofy and has a liking for funny hats.
Game History[]
Mega Man Battle Network 2[]
Raoul appears in the Underground in Netopia and he has to be battled in order to gain access to the stereo comp. After he is defeated, he'll give Lan a P Code to get to the Netopia Area. He can be challenged for rematches where he states he fights for the honor of his clan. After defeating him, the other residents of the underground respect Lan.
Raoul was also part of the Secret NetBattler Conference, representing his minority clan, before it was infiltrated by a mole. He managed to get through most of the traps, although he ended up hit by one (implied to have supplied him with burns) and injured him, although the injuries weren't immediately fatal. Lan managed to discover him, but Chaud assumed him to be the Gospel mole due to Lan's position over Raoul, although Raoul after the fight regained consciousness long enough to inform them that neither of them were the mole, and gave a hint as to the mole's identity.
Mega Man Battle Network 3[]
He appears only briefly during the N1 Grand Prix where he states that he is battling for the pride of his clan. He is defeated by Chaud in the quarter-finals and drops through the floor.
Mega Man Battle Network 4: Red Sun[]
Raoul enter the Red Sun Tournament and discovers an Elder of his tribe has cursed MegaMan to death in an attempt to assist Raoul to victory. He helps Lan lift the curse before their battle to ensure a fair match. Raoul loses to Lan. The Elder then shows up, apologizing for what he's done and passes his role as leader of the tribe to Raoul.

Raoul is mentioned by Dingo in the end of the Team Colonel version.

Rockman.EXE Legend of Network[]
Raul is mentioned when ThunderMan goes to berserk and breaks into the Ministry of Science looking for a code so Nobody can awaken Trojan Horse. It is presumed that after Rockman calms ThunderMan Raul plugs him out and repairs him.

Raoul's clan has a name under Team Thunder. Much like his video game counterpart, Raoul serves as the NetOp of ThunderMan, with the two of them not only meeting and befriending Lan and MegaMan, but also helping them and the rest of their friends out against the threats of Grave and Nebula during the events of MegaMan NT Warrior and Axess.

MegaMan NT Warrior[]
Raoul and ThunderMan are members of Mr. Famous's Bastion. Raoul located the source of the Dark Power, informing it to Sean and Lan. They are attacked by BeastMan, who is too fast for ThunderMan and MegaMan, but ProtoMan saves them.
