I see small but so far strong updates and additions woven into the original article. You do a really nice job making key additions to multiple existing article sections (an example being the one sentence you add to the first paragraph of the lead, which is informative and makes a stronger landing for that paragraph. As you continue to work on this, I would definitely look at what else can be added. It seems likely that the maybe-likely-impending Brexit would have a significant effect on this policy...have there been any news articles in the last two years about this that you can find? Similarly, there is an existing outline of the components of the policy (which you've added to nicely)...are there any sources discussing ways this space policy has or has not interfered with or changed space-related plans of specific countries? What was the process of coming to an agreement on it? How many countries were involved, and how long did it take? Has there been any pushback from countries not wanting to be bound by this policy? For your entirely new section about why this policy is needed, I'm curious if these reasons were part of why this was created or part of a reasoning to keep the policy after it was created. My one other immediate note for your existing draft work is to be careful to connect statements of fact to a source/reference.
