The article on the Tenth Amendment has been changed as follows:

from " ... that the federal government possesses only those powers delegated to it by ... the states or the people."

to " ... that the federal government possesses only those powers delegated to it by the Constitution, or those powers prohibited by the Constitution to the states or the people."

The old (incorrect version) omits the procedural description. The enumeration is done physically in the Constitution and powers can be extended only through constitutional amendment taking explicit powers away from the states and the people.
