Valery Mikhailovich Sablin is a character and potential protagonist in the Hearts of Iron IV mod The New Order: Last Days of Europe. He is one of the protagonists of the Far East storyline, and a potential main protagonist depending on player choice. He is the leader of the Buryat Autonomous Soviet Socialist Republic, also known as Buryatia.
His story has two potential paths in-game: a democratic "Sablinite" path and an authoritarian "Bukharinist" path. This article discusses the former path.
Biography[]
Backstory[]
Valery Sablin was born in 1939 in the city of Leningrad under the Soviet Union. When Moscow fell to the Nazi German army, the young Sablin and his family were evacuated to the Far East. He then presumably lived under the emergency government of Genrikh Yagoda.
Sablin grew up to become a commissar for the Yagoda regime. He was noted to be an inspiring leader to Soviet troops during the Central Siberian War of 1950, though this did not stop Yagoda's regime from collapsing into a smaller warlord-state. Despite his service, Sablin had slowly been losing faith in Yagoda's totalitarianism, and he began to wonder if he was really fighting for the "good" side. He was not sure if the USSR truly represented the egalitarian socialism that the 1917 October Revolution fought for.
In 1961, his dissatisfaction with the rule of Yagoda and the NKVD led him to start a revolution. He led loyal soldiers to take control of a radio tower in the Buryat ASSR, where he broadcasted a call to rebellion against Yagoda's regime and the creation of a free and equal Soviet Union without the NKVD's totalitarianism. The Buryat people listened to his call, and Sablin became the leader of a new revolution.

Valery Sablin starts off leading Buryatia and engaged in a war against Genrikh Yagoda's Irkutsk. His ideology is labeled as Communist. When controlled by the AI, it is more common in-game for Buryatia to lose than to win this starting war. If Sablin loses the war with Irkutsk, then the NKVD will arrest, torture, and then execute him.
If Sablin wins the war with Irkutsk, then he will begin his quest to unify the Far East. Assuming he goes down his Sablinite path, he will spare Yagoda after defeating him. He is noted to spare many other Russian warlords; he exiles Mikhail II to Australia instead of killing him, and he lets Alexander Men practice in peace. Sparing the previously-mentioned rulers will boost Sablinite power in government. Furthermore, this path has him prevent his troops from persecuting the church during the conquest of the Divine Mandate, ensuring secularism and religious tolerance. One exception to this general rule is Konstantin Rodzaevsky, who Sablin always executes.
If Sablin loses any of these conflicts, different leaders will treat him differently upon capture. Alexander Men will offer him absolution; Konstantin Rodzaevsky will quietly execute him; Mikhail II's guards will execute him mid-speech; Mikhail Matkovsky will exile him to the Siberian wilderness; lastly, Mitchell WerBell III will invite him to dinner before execution.
If Sablin unifies the Far East, then he will establish the Siberian Socialist Republic. If he unifies all of Russia after this, then he will re-establish the Union of Soviet Socialist Republics.
Personality[]
Broadly speaking, Valery Sablin is a merciful individual. He generally dislikes shedding blood, and will avoid executing his enemies when given the choice. Under his Sablinite path, these character traits of his stay consistent. He dislikes the idea of ruling with an iron fist. In fact, he is particularly worried about the possibility of him becoming a tyrant in the future. This fear mostly fades away should he continue on his Sablinite route in-game.
In terms of ideology, Sablin believes his path is following in the footsteps of Vladimir Lenin, and he interprets Leninism to advocate for socialist democracy and left-libertarianism. He believes that the Soviet Union took a wrong turn under the authoritarian leadership of Nikolai Bukharin, and he seeks to undo Bukharin's legacy.
Sablin is notable for being personally affable, even when he's a world leader, to the point that Buryatia's default foreign policy move is to have diplomats speak with Sablin himself. even after unifying Russia, he will prefer to talk to his people face-to-face; for example, one event has him personally negotiate with striking workers in the former Novosibirsk by driving there in an armored car. He happens to be close personal friends with Susanna Pechuro, his head of government.
