Jodi Marshall is a main character in Grand Theft Auto Online as part of the Agents of Sabotage update.

Background[]

Jodi Marshall is a former Federal Investigation Bureau Strategic Intelligence operative turned rogue agent, and at another point, military communications at the Fort Zancudo U.S. Air Force installation in Blaine County. She still have connections with some of her ex-colleagues from both areas.

She is an associate of Russian helmsman Pavel, who is known to have performed clandestine operations in various parts of the world. Pavel was Jodi's last assignment with the FIB before the Bureau attempted an assassination on her due to her finding the "wrong secrets" within the Bureau. Pavel helped Jodi disappear without a trace after the incident with the Bureau, even suggesting her to use his Kosatka submarine as a hideout, which she declined.

In 2020, Pavel met his new contact, the GTA Online Protagonist (to which he refers as "Kapitan"), during a job for Mexican cartel semi-boss Miguel Madrazo to retrieve incriminating files kept by his family's main supplier in Colombia. At one point, Pavel admits he considered bringing Jodi Marshall into the many robberies on the supplier's compound, but preferred to keep it as a two-person job.

As of 2024, Jodi Marshall still maintains backdoor access to the every FIB file, server, archive, network, program, shell company and front; and is willing to exploit this for personal gain.

Events of Grand Theft Auto Online[]

After checking certain confidential files in the FIB network, Jodi Marshall and Pavel have the idea of snatching up some valuables listed in the files to sell to interested buyers around Los Santos. Pavel calls the GTA Online Protagonist and tells them about the plans through the phone without giving much details, only asking for a little investment to acquire the Darnell Bros. garment factory and convert into a front for clandestine operations.

The Garment Factory is acquired by the GTA Online Protagonist and its basement is converted into a base of operations by Jodi, while the upper floors are masked as a legit garment business by Guadaloupe Romero, an accomplice of the former heist planner who have previously used the business as a front.

Pavel introduces the GTA Online Protagonist to Jodi Marshall, who pulls a physical copy of their FIB file revealing she knows everything about their background (varies depending on how the player started their character, either the original Introduction or Career Builder). Thanks to their expertise in various criminal activities of all kinds, Jodi sees them as a worthy "field operative" for the clandestine operations she has orchestrated, who can help her turn into her new retirement plan. She gives them an iFruit application under the front company's name, Darnell Inc., that gives them access to the clandestine operation plans.

These clandestine operations includes bringing down an IAA-protected aircraft used for smuggling, steal a direct-energy weapon mounted on a Future Shock Scarab being developed under Fort Zancudo before it is transported to a different military base, execute a stealth break-in to recover a piece of art reported missing from the San Andreas Gallery of Modern Art, and penetrate Maze Bank's secret slush fund "Project Breakaway".
