COBRA is a terrorist organization whose goal is to take over the world with their modern (late 70s) weapons. To this end, they created a secret base in the South Pacific and stole uranium to make nuclear weapons.
COBRA only appeared in Hanna-Barbera's Godzilla in the episode Island of Doom.

- Both organizations have island bases in the South Pacific to manufacture nuclear weapons.
- Both were defeated due to a Godzilla's intervention just obliterating everything.
- This COBRA existed before the Cobra of G.I. Joe.
- This COBRA and the G.I. Joe's Cobra have some similarities.
- Both have a cobra as their insignia. This COBRA's insignia is yellow on a black field in a yellow circle border, the cobra is stylized to have it's hood overlap the border as if it is sticking its head out of a hole and staring at the viewer. G.I. Joe's Cobra's insignia is a red cobra with its hood unfurled and jaws open as if it is about to strike the viewer.
- They both have leaders who wear a helmet with a visor. General Zadar's helmet has the brigadier general insignia, while wearing a transparent green eyeshield. Cobra Commander's helmet sometimes has the Cobra insignia on it and has a silver face shield that obscures his face.
- Both have high ranking female officers with black hair.
- Both have troops whose uniform is blue.
