This should probably be better aligned with practical, all three adjectival definition of practical can be used adverbially as practically, plus the 'almost entirely' sense. Usage 1
[edit]1. In practice; in effect. Not necessarily officially the case but what actually occurs. He was practically educated and lacked theoretical depth.
I don't think the example covers this meaning (it's more related to usage 3)
