Proposed article name change

Because the Volta Laboratory and Volta Bureau were connected to each other and are thus presented together, and because there are large bodies of writings describing the Volta Laboratory's works, which will be used to update the webpage in the future, the article's name would be more accurate when renamed to: 'Volta Laboratory and Bureau'.
