Is there any economics analysis for VER? Why WTO did members agree not to use VER as a trade instrument? I think VER is similar to import quota; however, when exporting countries voluntarily set a restricted export quantity on themselves, they can gain the quota rent as well as avoid retaliation from trading partners. If they do not do so first, the import countries probably could impose import quota on trading products, and when if happens, the quota rent would normally belong to trading companies in import countries.
